T h a t the program be administered by the Division of University Extension with authority to call on the Departments of Business Organization and Operation, Economics, and Political Science for such advice and service as may be needed in carrying out this program. 4. That no commitments be made beyond the experimental period of one year. In connection with this it should be noted that the Illinois Municipal League requests that the Board of Trustees consider undertaking this training program on a permanent basis to provide a continuous service in this field. T h e program will be offered during the summer months when members of the faculty who are needed to offer the instruction will be more available, and this will also permit time for the preparation of materials and for the promotion and organization of the classes. O n m o t i o n of M r . J e n s e n , t h i s p r o g r a m w a s a u t h o r i z e d a n d t h e funds w e r e applied as r e c o m m e n d e d . SHORT COURSES (8) T h e University has been requested to offer the following short courses during the second semester of 1940-1941. I recommend approval and authorization of the fee indicated in each case, the income to be placed in special accounts against which the expenses of the courses shall be charged, and any surplus remaining to go into general University funds: c Short Course for Insurance Agents, March 21-22 Short Course for Waterworks Operators, March 3-7 Short Course for Sewage Plant Operators, March 10-14 $3 00 7 50 7 50

On motion of Mr. Davis, these fees were approved and the proceeds assigned as recommended.

(9) A recommendation that the Minutes of November 14, 1940, page 126, item 17, second paragraph, be amended to read as follows: "The new Comptroller General has only recently taken office and therefore may not be inclined to make decisions on matters of this kind in the near future. Under the circumstances it seems advisable to defer securing a conference with him." O n m o t i o n of M r . J e n s e n , t h e m i n u t e s w e r e c o r r e c t e d a s r e c o m mended. ILL1NI U N I O N BUILDING SERVICE CHARGE (10) On September 27, 1940 (Minutes, page 47), the Board authorized a reduction in the Illini Union Building service charge from $5 to $3 for the first semester of 1940-1941 only, since the Union Building was not completed with the opening of the first semester and, therefore, would not be available for use by the student body during the whole of the term. At that time it was thought i h e building would be available for use before the end of the semester, but this is now out of the question. T h e Advisory Committee on the Management and Operation of the Illini Union Building (to be known hereafter as the Illini Union Board) has been considering a refund of a part or all of the $3 fee collected for the first semester. In fact, at one time, when it appeared that the building would be in use by the middle of January, the Committee considered recommending a refund of $2 of the $3 fee collected for the first semester, but the building is not now available and no portion of it will be before the opening of the second semester. Under the circumstances, the Advisory Committee recommends that the $3 service charge collected for the first semester of 1940-1941 be refunded in full, either as a credit on the fee to be collected for the second semester or in cash to those students who will not be registered. In the event the Board of Trustees does not approve such an advance, the Committee r e c o m m e n d s ' a refund of $2 of the $3 fee collected for the first semester, either in cash or in credit.

On motion of Dr. Meyer, the full refund of this fee for the first semester was authorized as recommended.
