APPROPRIATION FOR STUDY OF THE EFFECT OF THE SELECTIVE TRAINING AND SERVICE ACT (4) T h e Selective Training and Service Act of 1040 and its attendant Regulations provide the legal basis for occupational deferment of an individual student when, in the judgment of the local draft board, such deferment is necessary for the national health, safety, or interest. Despite this fact, legislation has been introduced into Congress to amend the Act in order to provide for deferment of all college students. Whether or not such proposed legislation is wise or necessary will be determined to a large degree by the action of local draft boards in the classification of individual students. T h e colleges and universities are the only sources of available data on this question, and only as sufficient data are accumulated can wise decisions be made. T h e Subcommittee on Military Affairs of the National Committee on Education and Defense (which represents the national organizations of institutions of higher education) has assumed the responsibility for securing these data, and the results of its study will be made available to appropriate governmental agencies and to the cooperating educational institutions. The University of Illinois has been asked to participate in this national survey. This will require an officer of the University to ascertain the actions of the local draft boards dealing with students registered under the Selective Training and Service Act, and to submit periodical reports on how these students are classified. T h e most expedient and least expensive way of securing this information would be to circularize each student of draft age and ask him to advise the University promptly when he receives his classification from his local draft board and to supply the information needed for the survey. T h e estimated cost of this would be $300 a year. I recommend that an appropriation of $300 be made from the General Reserve Fund to the Registrar's Office for this survey of University of Illinois students. This does not imply a commitment to continue this study beyond the current year. That question can be taken up and considered in the light of results obtained. O n m o t i o n of M r . ADJUSTMENTS IN BUDGET FOR 1 9 4 0 - 1 9 4 1 (5) In approving the budget for 1040-1941 the Board authorized the President of the University to make such changes and adjustments as are necessary. Pursuant to this authorization the following adjustments were made in the operating budget during the fiscal quarter ending December 31, 1040: Permanent addition to current budget: Physics salaries (to provide for the appointment of D. W . Kerst, $1,200, and C. E. Van Holland, $250) $1 450 Temporary additions to current budget (additions to staff due to increased enrollment): Chemistry salaries $ 900 English salaries 3 250 Mathematics salaries 600 Spanish and Italian salaries 300 Zoology salaries 150 Total additions to staff due to increased enrollment 5 200 Total Additions to Budget $6 650
