remain and finish the work of the first semester, so that he is entitled to onehalf of his salary for the current academic year. Accordingly, I recommend that his leave of absence be changed to leave without pay for one year from March I, 1941. Being an Associate, he receives his salary in 12 monthly installments, although his services are required for only the two semesters of the regular academic year from September to June. S. W. Armstrong, an employee in the Physical Plant Department, sick leave with pay from March 18 to April 13, 1940. J. B. Jones, an employee in the Physical Plant Department, sick leave with pay from December 8, 1040, to February 8, 1041. J. B. Corns, Assistant Professor of Vegetable Crops Extension, and a reserve officer in the United States Army, leave of absence without pay for one year from January 20, 1041, for military service.

On motion of Mr. Davis, these leaves were granted as recommended.

BALANCE IN GENERAL RESERVE F U N D

At this point, the Comptroller reported that the collection of fees and other receipts had exceeded the budget estimates for the current fiscal year by $30,000. On motion of Mr. Davis, this excess was covered into the General Reserve Fund.

ADVANCE OF FUNDS FOR CONSTRUCTION OF ILLINI U N I O N BUILDING (3) On January 12, 1041, payments were due contractors for work done on the Illini Union Building totaling approximately $35,000, with no cash available in the Building Construction Account to meet them. There was at that time in process a requisition for $42,000 of Federal funds representing that proportion of the cost of construction payable from the P.W.A. grant. There was in the Trust Account (i.e., funds raised by the University of Illinois Foundation) for furnishings in the building, a cash balance of $27,000 which will not be needed until after February 1, 1941. T o meet payments due contractors, so far as possible, the Executive Committee of the Board of Trustees on January 2 authorized an advance from the T r u s t Account for furnishings to the Building Construction Account of $27,000, or so much thereof as may be necessary, pending receipt of P.W.A. funds, with the proviso that when the latter are received they shall be first applied in repayment of this advance. Confirmation of the Executive Committee's action is requested. On January 20, the Comptroller reported that approximately $43,000, in addition to the advance of $27,000 authorized by the Executive Committee, will be required to meet contractual obligations before any further funds are received from the grant or loan for this project.

On motion of Mr. Cleary, the action of the Executive Committee in authorizing an advance of $27,000 from the Furnishings Account to the Building Construction Account was approved and confirmed, and an appropriation of $27,000 from the General Reserve Fund to reimburse the Furnishings Account was made, with the proviso that this amount shall be restored to the General Reserve Fund from the proceeds of the P.W.A. grant or loan for the construction of the Illini Union Building when sufficient grant or loan funds are received, by the following vote: Aye, Mr. Cleary, Mr. Davis, Mr. Jensen, Mr. Karraker, Dr. Meyer, Mr. Pogue; no, none; absent, Mr. Adams, Mr. Green, Mr. Mayer, Mrs. Plumb, Mr. Wieland. On motion of Mr. Cleary, a further advance of $43,000 for the construction of the Illini Union Building was made, with the proviso that this amount shall be restored to the General Reserve Fund from the proceeds of the P.W.A. grant or loan for the construction of the Illini
