Director H a v e n s suggested that the increase of approximately $100,000 in the cost of this building could be met by ( a ) the appropriation of the W o m e n ' s Residence Hall reserve for two years (already authorized) and ( b ) the increase of the loan by $50,000. At this point, President Willard presented, and filed with the Secretary of the Board for record, a "Statement of indebtedness on account of building construction or purchase as at J u n e 30, 1940." At this point, Mr. A d a m s took his place with the Board. Dean Thompson, who was present as President of the University of Illinois Foundation, commented on the program, as did M r . Cleary, as a member of the Executive Committee of the Foundation. On motion of M r s . Plumb, the Board authorized the above program as presented, with the understanding that expenses should be reduced in every possible way on items not already contracted for, subject to an additional loan not to exceed $50,000 to be secured by the University of Illinois Foundation. O n motion of M r . Mayer, the following contracts were awarded to the lowest bidders for the construction of the Men's Residence Hall: General Contract—J. P.
