The Senate Coordinating Council has advised that these revisions have been discussed with appropriate officials at the Chicago Undergraduate Division and require no further Senate action. The details are submitted in the attached snpoleinent, a copy of which is being filed with the Secretary of the Board for record. I concur.

(14) The Sixty-Ninth General Assembly in 1955 enacted Senate Bill 777 providing for the establishment of the Illinois Division of Traffic Safety within the Department of Public Safety, One section of this law provides that the University of Illinois "may serve as the training and research center for the Coordinator of the Division of Traffic Safety and for the Traffic Safety Committee and may develop and conduct training programs, special studies, surveys, and other services in tbe rield of public safety and traffic accident prevention." In the fall of 1958, the President appointed a Committee on Utilization of University Resources for Traffic Safety to conduct a survey of University resources for teaching, research, and special service in the field of traffic safety, and to make recommendations concerning the use of these resources. The Committee submitted a comprehensive report on June 30, 1960, including a survey of activities within the University related to traffic safety and a review of organizational arrangements in other state universities for the Study of problems in this area. The establishment of a traffic safety center at the University df Illinois was recommended, with an initial budget of $40,000 a year. Because funds were not available, this proposal could not be implemented during 1960-61. It was decided, however, that the Vice-President and Provost would study the possibility of initiating the Center in 1961-62, either through the addition of funds to the regular budget or through the use of temporary savings on a nonrecurring basis. Because of budget cuts, no such addition to the budget for 1961-62 has been possible. The Vice-President and Provost_ recommends, therefore, that a more limited program than originally proposed be initiated during 1961-62 through coordination of existing research and training activities, and through a nonrecurring appropriation from the General Reserve. With the concurrence of the Committee and the Dean of the College of Engineering, the Vice-President and Provost recommends that the Highway Traffic Safety Center be established within the College of Engineering, under the general supervision of the Dean of that College. Professor John E, Baerwald, of the Department of Civil Engineering, would serve on a half-time basis as Director of ihe Center and a half-time secretary would be provided. Funds for travel, materials, and supplies would account for the remainder of the budget, A nonrecurring appropriation of $12,500 from the General Reserve is recommended to meet these costs. I concur. On motion of Mr. Hughes, this recommendation was approved, and the requested assignment of funds was authorized by the following vote: Aye, Mr. Clement, Mr, Dilliard, Mr. Harewood, Mr. Hughes, Mr. Johnston, Mr. Pogue, Mr, Swain, Mrs. Watkins, Mr. Wilfcins, Mr. Williamson; no, none; absent, Mr. K e m e r .

CLINICAL RESEARCH CENTER FOR THE RESEARCH AND EDUCATIONAL HOSPITALS

(15) The Department of Medicine in the College of Medicine has prepared a proposal to the National Institutes of Health, United States Department of Health, Education, and Welfare, for the establishment of a Clinical Research Center on the eighth floor of the Research and Educational Hospitals. The proposal includes an application for funds amounting to $511,820,35 for the first year (January 1, mz, to December 31, 1962), $214,571 for the second year, $219,559 «K the third year, $224,733 for the fourth year, $230,146 for the fifth year, $235,-
