On motion of Mrs. Watkins, these contracts were awarded, as recommended, and the requested appropriation of $13,500 was made from the General Reserve Fund. These actions were taken by the following vote: Aye, Mr. Harewood, Mr, Herrick, Mr. Hughes, Mr. Johnston, Mr. Pogue, Mr, Swain, Mrs. Watkins, Mr. Wilkins, Mr. Williamson; no, none; absent, Mr. Clement, Mr. Stratton.

CONTRACT FOR CONSTRUCTION O F BUILDINGS FOR DEPARTMENT O F ANIMAL SCIENCE

(10) The Director of the Physical Plant and the Vice-President and Comptroller recommend award of a contract for $20,786.76 to Harshbarger Building and Supply Company, Urbana, the lowest bidder, for the construction of two more research buildings for the Agricultural Experiment Station animal breeding and physiological research program. Funds are available in a grant of $200,000 received by the University from the Moorman Manufacturing Company, Quincy, for a project in animal breeding. I concur. On motion of Mr. Hughes, this contract was awarded, as recommended, by the following vote: Aye, Mr. Harewood, Mr. Herrick, Mr. Hughes, Mr, Johnston, Mr. Pogue, Mr, Swain, Mrs. Watkins, Mr, Wilkins, Mr. Williamson; no, none; absent, Mr. Clement, Mr, Stratton.

CONTRACT FOR AIR C O N D I T I O N I N G IN KRANNERT ART MUSEUM AND F I N E A N D APPLIED ARTS BUILDING

(11) The Director of the Physical Plant and the Vice-President and Coinptroller recommend award of a contract for $151,815 to Reliable Plumbing and Heating Company, Champaign, for installation of refrigeration and temperature controls in the Kiannert Art Museum and the new Fine and Applied Arts Building to complete (he air-conditioning installations in these buildings. Funds are available in the state capital appropriations to the University for 1959-61, subject to release by the Governor. I recommend award of this contract subject to availability of funds. CONTRACT FOR ADDITION TO ABBOTT POWER PLANT

(12) On July 21, 1959, the Board of Trustees authorized awards of a series of contracts for the construction of an addition to the Abbott Power Plant and for extension of the utilities distribution system, including a contract for $590,922 with Babcock and Wilcox Company, Chicago, for a steam generating unit and auxiliaries. The base bid was $537,202, with a maximum escalation of 10 per cent to cover price increases during the period of construction, and this is being reported for record. The contract was not executed until July 21, 1960, due to delay in the release of funds. In the meantime, manufacturers have made improvements in certain auxiliaries which are advantageous to the University. Accordingly, the Director of the Physical Plant and the Vice-President and Comptroller recommend a change in this contract to provide for: 1. Omission of feed water regulating valve and the positioning-type combustion air regulator. These items are no longer required because it was necessary to purchase a new type of regulating valve designed to reduce excessive wear, and the positioning-type regulator is being replaced by a new type of regulator recommended in ( 2 ) ; 2. Addition of a steam flow-air flow type combustion regulator which will automatically compensate for variations in the moisture content of the coal and its BTU or heating value;
