This action will not delay construction of the building since the elevator installation will not be required until the building is well under way. Funds are available in a grant of $400,000 from the National Institutes of Health, a gift of $200,000 from Miss Ethel Burnsides of Paris, Illinois, and $200,000 from the state capital appropriations to the University from the Universities Building Fund, subject to release by the Governor. Miss Burnsides has offered an additional gift of $50,000 on condition that it be matched by an equal amount. Such additional funds are necessary because the total cost of the building will be in excess of the estimates on which the original financing was based. There will be other costs, including moveable equipment, in addition to the contracts recommended above, and grants may be available for some of the equipment. In the meantime, sufficient funds are available and have been assigned for the award of the contracts and I recommend that they be authorized, imd that the Governor be requested to release $250,000 or as much thereof as may be needed for the project. Miss Burnsides' gift will be made over a period of years. The Vice-President and Comptroller recommends, and I concur, that $175,000 be advanced from the Indirect Costs Fund Reserve, to be repaid as gifts are received from Miss Burnsides in 1963 and subsequent years, and that the President of the University be authorized to accept the offer of Miss Burnsides of an additional gift of $50,000 upon the conditions prescribed by her in her letter of November 16, 1961, a copy of which letter is on file with the Secretary of the Board of Trustees. (Fifty thousand dollars has already been received from Miss Burnsides and an additional $25,000 will be received before construction is completed.) Submitted herewith is a report from the Physical Plant Department on this project, including a schedule of the bids received, a copy of which is being filed with the Secretary of the Board for record.
