CHANGES IN NONACADEMIC POLICY AND RULES Relating t o : Holidays; Vacation and Personal L e a v e ; Political Activity; Schedules, Hours, and Overtime; and Conduct and Discipline (24) Proposed changes in the Policy and Rules Relating to Compensation and Working Conditions of Nonacademic Employees relating t o : Holidays, Vacation and Personal Leave, Political Activity, Schedules, Hours, and Overtime, and Conduct and Discipline have been under consideration for some time. Consistent with procedures followed in other recent changes and revisions, comments have been solicited by the Director of Nonacademic Personnel from deans, directors, and department heads, and from employee organizations. Draft revisions were submitted to the Nonacademic Personnel Advisory Committees on each campus and to the University of Illinois members of the Employees Advisory Committee of the University Civil Service System of Illinois. Revised drafts were reviewed by the All-University Nonacademic Personnel Advisory Committee. In the light of such review and upon the recommendation of the Vice-President and Comptroller and the Director of Nonacademic Personnel, the following policy changes are presented to the Board for approval: Holidays University-wide General Policy: Holidays and Work Suspensions — to become effective October 1, 1967 A. University facilities will be closed, except for necessary operations, on the following holidays : New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day. B. On these days, eligible employees, as defined by the President, will be excused with pay except that (1) an employee in a Prevailing Rate Craft will be excused and paid for holidays as designated in his respective multi-employer area agreement, and (2) an employee required for necessary operations will not be excused but, pursuant to rules issued by the President, may be given his holiday pay at his regular rate plus one and one-half times his regular rate for all hours worked. C. W o r k will be suspended at other times only as approved by the President or the appropriate Chancellor who shall decide in each case whether employees' schedules for work will be excused with or without pay. In general, the new text differs from earlier language in seeking to provide more uniformity and in relating policy to a redefinition of prevailing rate groups. Vacation and Personal Leave T h e revised policy statement conforms to standards recommended by the Merit Board of the University Civil Service System of Illinois at its July 26 meeting. The general objective is to attain a common vacation plan for the three campuses of the University of Illinois. University-wide General Policy: Vacation and Personal Leave-—to become effective January 1, 1968 A. The University provides employees with Vacation and Personal Leave for their use in renewing their physical, psychological, and mental vigor, their enthusiasm for their work, and in satisfying personal needs. The design of the leave contemplates that each employee will use a sizable amount of his available leave for vacation and rest while reserving smaller increments for personal and family reasons. B. Vacation and Personal Leave is earned by each employee for pay-status service in a Trainee, Apprentice, Provisional, or Status Appointment, subject to completion of an initial six months of such service. C. T h e amount of Vacation and Personal Leave earned is based upon the hours in pay status and the number of service years completed without break of service. (A memorandum on the method of calculating years of service and other technical aspects of Item " C " is being filed with the Secretary of the Board for record.) D. An employee may accumulate at his then current earning rate an amount of leave equal to that earned in two service years but upon reaching this accumulation will cease to earn leave except as the accumulation is reduced.
