quested the University of Illinois to make the surplus reactor parts and surplus atomic fuel available to another school without charge for nuclear engineering research purposes. Guidelines for identifying a school with close ties to the University of Illinois which was located in the Midwest and which had the projected capacity for proper use of these materials in accordance with the requirements of the Atomic Energy Commission and the National Science Foundation were developed. In accordance with these guidelines, the CIC schools were contacted and it has been determined that Michigan State University is the only school from among those contacted which is both interested and fully capable of making best use of these materials. Consequently, it is proposed that these surplus reactor components and the surplus fuel parts be transferred to Michigan State University without charge. As a part of this transfer, the University of Illinois will provide technical instruction to Michigan State University personnel with respect to operation of the equipment, and the University of Illinois will assume responsibility for removal and packaging o£ all materials for delivery to a carrier to be designated by mutual agreement. For these services, Michigan State University will pay to the University of Illinois the amount of $16,500 less the cost of shipping the fuel from the Urbana reactor site to the designated site at Michigan State University. However, in no event shall the payment to the University of Illinois be less than $13,500 f.o.b. the Urbana reactor site. The chairman of the nuclear engineering program, the Vice-President and Comptroller, and the Executive Vice-President and Provost recommend that this transfer be approved in principle and that the Comptroller and Secretary be authorized to enter into a contract with Michigan State University in this respect after first securing written approval of the transfer from appropriate officials of the state of Illinois in accordance with the provisions of the State Property Control A c t I concur.

On motion of Mr. Jones, this recommendation was approved.

RECOMMENDATIONS FROM COMMITTEE ON COPYRIGHTS AND RECORDINGS (23) The Committee on Copyrights and Recordings has reviewed a request from the College of Liberal Arts and Sciences, Chicago Circle, that a contract be negotiated with McGraw-Hill Book Company for the publication of self-instructional materials in remedial mathematics. Dr. Michael Eraut was commissioned by the University of Illinois at Chicago Circle to prepare the materials for use in the Special Education Project for Disadvantaged Students, with funds being provided by the University. T w o volumes are presently under consideration for revision and publication — with a third volume being contemplated following completion of Dr. Eraut's service for the University. This third volume is not dependent on the first two for publication. The following are the Committee's recommendations : 1. That Dr. Eraut be permitted to negotiate a contract with McGraw-Hill for publication and royalties, subject to final approval by the University — with a royalty rate of no less than 8 per cent. 2. That 60 per cent of royalty income on the first two volumes — including the diagnostic materials — be paid to the University and 40 per cent to the author, Dr. Eraut. 3. That the division of royalties recommended be effective for seven years or for the life of the edition of the first two volumes (including diagnostic materials, in their originally-published form), whichever is later. 4. That any substantial use of the commissioned materials in connection with revised or enlarged editions after the time designated in (3) above be subject to further negotiation of royalty arrangements. 5. That any identification of the University of Illinois with the published work be subject to the approval of the University. The Executive Vice-President and Provost and the Vice-President and Comptroller endorse these recommendations. I concur. O n m o t i o n of M r .
