CONTRACT FOR FABRICATION OF ILLIAC IV (29) On February 16, 1966, the Board of Trustees approved the prime research contract to design, fabricate, and operate the Illiac I V Computer with the Rome Air Development Center, Department of Defense. On March 16, 1966, the Board of Trustees awarded the subcontracts for detailed specifications and design work to three companies. After a series of technical progress meetings with the companies participating in the design phase, it became evident that the company whose design was selected should be chosen to fabricate the machine. Upon the recommendation of the Department of Defense, the Finance Committee endorsed the recommended method of selecting the company to fabricate the machine. A Review and Selection Panel of twelve members appointed jointly by the University of Illinois and the Department of Defense reviewed the three proposals. T h e Burroughs Corporation was selected by use of a point scoring evaluation which gave consideration to both price and technical accomplishments. T h e Burroughs Corporation has offered a cost-plus incentive fee contract at a total estimated cost, including fees of $14,602,986. T h e total contract is for 256 processing units. However, the first phase on a cost incentive basis will be for sixteen processing units at an estimated cost of $4,800,000. When technical confidence is assured at this level, the contract is convertible for construction of the remainder of the machine to a fixed price contract. It may take as long as ninety days to negotiate and execute this contract. There is a critical time schedule for delivery of Illiac IV and assembling talent and resources for its fabrication. With the concurrence of the Department of Defense, the Dean of the Graduate College and the Vice-President and Comptroller recommend that a preliminary subcontract (letter authorization) be entered into authorizing Burroughs Corporation to commence work and expend funds to a total not exceeding $500,000 over the next ninety days. During this period, negotiations for a definitive contract will proceed with a target date for execution within the ninety-day period. I concur. O n m o t i o n of M r . CONTRACT WITH BOARD OF EDUCATION OF THE CITY OF CHICAGO (30) T h e Chancellor at Chicago Circle and the Vice-President and Comptroller recommend authorization of a contract with the Board of Education of the City of Chicago in the amount of $6,840. This contract provides for reimbursement to the Board of Education for the services of one of its staff members, who will serve as Coordinator, under a grant supporting a Program in Youth Development and Teacher Education. F u n d s are available from a grant awarded by the State of Illinois Board of Higher Education, under provisions of Title I of the Higher Education Act of 1965, identified as Grant Number 66-014. INCREASE IN CONTRACT WITH SKIDMORE. OWINGS & MERRILL FOR MASTER CAMPUS PLAN STUDIES, CHICAGO CIRCLE (31) The Director of the Physical Plant and the Vice-President and Comptroller recommend an increase in the contract with Skidmore, Owings & Merrill, Chicago, for Master Campus Plan Studies on the long-range expansion of the Chicago Circle campus, including coordination of the University's planning with that of the city of Chicago. The estimated cost of such work is $50,000, for which funds are available in the Universities Building Fund. I concur. O n m o t i o n of M r .
