7. Prior to the end of this trial expansion period, but not later than the April, 1969, Senate meeting, the Committee on University Statutes and Senate Procedures will make recommendations to the Senate concerning the continuation of the trial expansion. The Senate Coordinating Council has indicated that no other Senate jurisdiction is involved. This matter is being reported for record. T h i s report was received for record. CHANGE IN NONACADEMIC POLICY AND RULES (23) Within the past year a review has been undertaken of the Policy and Rules Relating to Compensation and Working Conditions of Nonacademic Employees. Section X I I , "Grievances," has been completed. Views of all interested persons were invited in respect to grievance procedures by a memorandum from the Director of Nonacademic Personnel dated February 17, 1966. Written comments offered in response to these invitations were reviewed and considered. Draft revisions were prepared based upon this consideration and submitted to the Nonacademic Personnel Advisory Committees of the three campuses, and the views of these committees were considered. Additionally, the subject matter was discussed at staff meetings of the personnel staffs at Urbana and Chicago, at meetings with union representatives at the three campuses, and at meetings of the employees' Advisory Committee to the University Civil Service System of Illinois. A draft was then published in the December, 1966, Staff Observer. Comments received were considered, and a final recommended draft was prepared which has been approved by the All-University Nonacademic Personnel Advisory Committee. The Director of Nonacademic Personnel now recommends that the present Section X I I of the Policy and Rules be modified effective May 1, 1967. The changes, as approved by the All-University Nonacademic Personnel Advisory Committee, will be incorporated in the Policy and Rules Relating to Compensation and Working Conditions of Nonacademic Employees, a copy of which is being filed with the Secretary of the Board for record. It is noted that this recommendation contemplates that Section I, Basic Policy: "Grievances," and Section II, University-Wide General Policy: "Arbitration of Grievances," will be approved and issued by the Trustees, and that Section II contains a delegation under which the actual step procedures will be issued by the President of the University. I concur in this recommendation. The Committee on Nonacademic Personnel of the Board of Trustees has reviewed and approved this recommendation.

On motion of Mr. Swain, this recommendation was approved.

APPROPRIATIONS FOR NONRECURRING EXPENDITURES, URBANA (24) T h e Executive Vice-President and Provost and the Vice-President and Comptroller recommend the following appropriations for Urbana-Champaign from Contract Research Reserve : Renovation and remodeling for which funds are assigned to the Physical Plant Department: First phase of remodeling in Noyes East Laboratories for Inorganic Chemistry, to match funds for a grant received from the National Science Foundation $200 000 00 First phase of remodeling in the basement of the Administration Building for the installation of additional computer equipment for the Statistical Service Unit 23 200 00 Remodeling in the English Building for offices 93 570 00 Total $316 770 00 I concur.
