library shall report all required information and statistics for outside comparative purposes directly to the inquiring source, in the manner approved by the Chancellor, independent of the reporting of other campus libraries of the University of Illinois. Copies of all such reports shall be filed with the Executive Vice-President and Provost. T h e University-wide administration shall be readily available for consultation and assistance to all campuses; likewise, the head librarians and specialized library personnel on all campuses shall be encouraged to serve in consultative roles on other campuses when requested. A University Council on Libraries shall be established, consisting of the head librarian and the chairman of the Senate library committee from each campus, the director of the Graduate School of Library Science, and a member who shall be named by the President and serve as Council chairman. a. The purpose of the Council shall be to promote professional relations, to communicate more effectively, and to plan for the sharing of library resources. b. While actions of the Council shall not be directly binding on the campus libraries, the Council may make policy recommendations to the President. c. It is expected that the Council, through consensus, will facilitate the administration of such common standards and policies as they may wish to adopt. d. The Council shall determine its own internal organization, schedule of meetings, employment of adjunct committees, and methods of maximizing intercampus cooperation, both professional and administrative. T h e University Council on Libraries shall report to the President annually on its activities, giving particular attention to its efforts to maximize the accessibility of all the University's library resources to potential users on all campuses, and including a consolidated statistical report for all libraries. T h e standing library committee of the campus Senate shall advise the campus head librarian regarding the apportionment of book funds and other matters pertaining to the campus library.

I recommend provisional approval of these recommendations, with the stipulation that the Trustees defer final approval until the present action has been reported to the Senates of all three campuses for their information and further advice. Upon final action by the Board of Trustees, Section 19 of the University of Illinois Statutes should be modified to reflect the changes adopted.

On motion of Mr. Swain, this recommendation was approved.

TRIAL EXPANSION OF MEMBERSHIP OF URBANA-CHAMPAIGN SENATE (22) Section 6 (b) of the University Statutes provides that the Senate of each campus "shall consist of the full professors, the deans of colleges, the directors or deans of schools and institutes, and the heads and chairmen of departments . . ." but that on recommendation of the Committee on Educational Policy of any Senate, "persons of the academic rank or administrative status, as each Senate may determine by resolution" may also be granted membership. The Urbana-Champaign Senate has approved the following recommendation of its Committee on Educational Policy: 1. That the Associate and Assistant Professors of each college, or independently organized school, division, or institute shall elect one prospective Senator for each ten (or major fraction thereof) full-time equivalent faculty members in these ranks, in accordance with procedures as may be determined by the faculty of each such academic unit. 2. T h a t the Clerk of the Senate shall notify the appropriate administrative officer of each of these subdivisions of the number to be elected in each subdivision. 3. T h a t such elections be carried out in each subdivision and that the results be reported to the Clerk of the Senate no later than May 15, 1967. 4. T h a t the names of these prospective senators be presented by the Committee on Educational Policy for election by the Senate at the June, 1967, meeting. 5. That these senators be elected to serve for a period of two years beginning September 1, 1967. 6. The number of senators elected from these ranks shall be in addition to those who are automatically members by virtue of their membership on Senate committees.
