On motion of Mrs. Watkins, this agreement was authorized by the following vote: Aye, Mr. Clement, Mr. Johnston, Mrs. Watkins; no, none; absent, none.

EMPLOYMENT OF DESIGN CONSULTANT FOR CHICAGO CIRCLE CAMPUS (7) The Vice-President at Chicago Circle and the Vice-President and Comptroller recommend the employment of Earl L. Walls Associates, La Jolla, California, for programming and design work for the space needs of the Departments of Biological Sciences, Chemistry, Physics, and Geology in the proposed Science Complex, Phase I I I construction at Chicago Circle. Billings for the service will be based on $25 hourly rate for principal, $20 hourly rate for associates, all other personnel at usual hourly rate plus 250 per cent, and allowable reimbursables including travel, telephone, and postage at actual cost, with total charges not to exceed $11,000. An appropriation of $11,000 from the General Reserve is requested. I concur.

On motion of Mr. Johnston, this recommendation was approved, and the requested assignment of funds was authorized by the following vote: Aye, Mr. Clement, Mr. Johnston, Mrs. Watkins; no, none; absent, none.

ADDITION TO CONTRACTS FOR ARCHITECTURAL SERVICES AT CHICAGO CIRCLE CAMPUS (8) The Director of the Physical Plant and the Vice-President and Comptroller recommend that the contracts with Skidmore, Owings & Merrill, Chicago, for architectural services for the Behavioral Science Center and for the Science and Engineering Center of Phase I I I at Chicago Circle be amended to include authorization to employ Fred Schmid Associates, Chicago, as consultants on food service facilities to be installed in the two buildings. T h e employment of this firm will be based on normal hourly rates, with the provision that the final fee will not exceed 8 per cent of the cost of food service equipment and 5Vi per cent of costs of furnishings planned, detailed, or specified by the firm. It is estimated that the total cost of such services will not exceed $16,700. I concur.

On motion of Mrs. Watkins, this recommendation was approved.

PURCHASES (9) The President submitted, with his concurrence, a list of purchases recommended by the Director of Purchases and the Vice-President and Comptroller; also a list of purchases authorized by the President's Office. The lists of purchases authorized and purchases recommended for Board approval were presented in two categories: purchases from appropriated funds (i.e., from state appropriations to the University) and purchases from institutional funds. The latter term designates funds received by the University under contracts with the United State government, contracts with private corporations and other organizations, funds from foundation grants, and grants from corporations and other donors, and University revolving funds authorized by law.
