In January of 1970 Lester Gorsline Associates submitted to the University a report entitled Preliminary Planning Analysis — University of Illinois Hospital, in fulfillment of the contract approved by the Board of Trustees at its meeting on December 18, 1968. The report makes several far-reaching recommendations, including a proposal that the University of Illinois Hospital assume responsibility for comprehensive health-care services for a large target population in the west-southwest area of Chicago. T h e report also recommends the construction of a major new University of Illinois Hospital which would assume a substantial proportion of Cook County Hospital's present patient-care responsibilities. These recommendations are currently under study at the Medical Center campus. Further, copies of the document have been sent to various institutions, agencies, and individuals that would be directly or indirectly concerned with the findings and recommendations presented in the report, including the Health Education Commission of the Board of Higher Education. For the purpose of expediting the evaluation of these proposals, clarifying their implications for the several agencies and institutions involved, and other preparation for the next phase of program planning for the Hospital, it is recommended that Lester Gorsline Associates be engaged for additional consulting services during the remainder of the current fiscal year. The consultants' fee will be $19,552 plus reimbursable costs not to exceed $5,400 for direct expenses. Funds are available in the Medical Center General Reserve. The Executive Vice President and Provost and the Vice President and Comptroller recommend approval of this proposal. I concur.

C O N S O L I D A T I O N O F L E A S E S FOR AUTOMATIC D A T A - P R O C E S S I N G EQUIPMENT (21) T h e three campuses of the University lease various types of automatic data-processing equipment under agreements with the International Business Machines Corporation as originally authorized by the Board of Trustees on April 10, 1948. As a result of a recent review of the various leases, it was determined that because of changes in demand and technological advances with automatic dataprocessing equipment, it is necessary to make periodic changes in equipment, and that the University could benefit by having one new master lease agreement which would provide for the most efficient operational and budgetary procedures for all campuses. The President of the University with the concurrence of appropriate administrative officers, recommends that the Vice President and Comptroller be authorized to execute a new master lease agreement which will consolidate all of the existing lease agreements with the International Business Machines Corporation. AUTHORIZATION O F PATENT PROVISION IN C O N T R A C T S WITH DETROIT EDISON AND D E E R E & COMPANY (22) I. The University of Illinois has received financial support of approximately $50,000 from the Detroit Edison Company during the past three years to conduct research in the field of pulverized fuel flow and particle concentration in smokestack gas in the Department of Mechanical and Industrial Engineering. The funds have supported studies of graduate students, and a high degree of competence has been developed in the particular field of air pollutants. It now appears feasible to develop a device for measuring the particulate matter contributing to air pollution resulting from smokestacks. T o support this aspect of the project, the Detroit Edison Company is offering an additional $10,000 with the request that a contract be entered into in which the University agrees to grant Detroit Edison the right to purchase equipment which results from any invention developed under the project at a royalty free cost.
