in research in both the measurement and control of pollution, and such a contract provision will not materially restrict the University in the management of such inventions. II. Deere & Company has offered to provide the sum of $2,500 for research to determine the optimum method to apply phosphate fertilizer when a chisel plow system is used. This, however, may develop into contracts of significantly larger amounts. It appears very unlikely that any patentable invention will develop from this work; however, Deere & Company has requested that, if a patent is obtained_ resulting from this work, they be given the option of being granted an exclusive license with the payment of a reasonable royalty or a nonexclusive royalty-free license. This appears to be reasonable and proper. The provisions of the General Rules of the University contemplate that the Board may accord preferential treatment to industrial sponsors of research. Accordingly, with the concurrence of appropriate administrative officers, the President requests approval of the acceptance of contracts carrying the terms stated in I and II above. O n motion of M r . Jones, approval was granted as requested.

ETHEL V. HIGGINSON ESTATE

(23) The University of Illinois is a beneficiary under the Will of Mrs. Higginson. The Will specifies that a fund is to be established to be known as the "Glenn and Ethel Higginson Needy Student Fund." The Will provides that the income from the fund is to be paid to Mr. E. H. Skinner during his lifetime. Mr. Skinner and the executor, Mr. Michael O'Byrne, have requested that the University accept the bequest at this time amounting to $41,810 and to invest the principal in high yield bonds of good quality, and to pay the income to Mr. Skinner in quarterly installments during his lifetime. Mr. O'Byrne has advised that an alternate procedure would be to request an outside trustee to hold this fund during Mr. Skinner's lifetime, but he is willing to transfer the funds to the University at this time if they will be accepted under the terms indicated above. The President, with the concurrence of administrative officers involved, requests authorization to accept and administer the fund under these conditions.

On motion of Mr. Grimes, authority was given as requested.

PURCHASES

(24) The President submitted, with his concurrence, a list of purchases recommended by the Directors of Purchases and the Vice President and Comptroller. The list of purchases was presented in two categories: purchases from appropriated funds (i.e., from state appropriations to the University) and purchases from institutional funds. The latter term designates funds received by the University under contracts with the United States government, contracts with private corporations and other organizations, funds from foundation grants, and grants from corporations and other donors, and University revolving funds authorized by law. The total amounts of these purchases were: From Appropriated Funds — Recommended $241 707 77 From Institutional Funds — Recommended 422 864 61 Total $664 572 38 A complete list of the purchases, with supporting information, including the quotations received, was sent to each member of the Board in advance of the meeting, and a copy is being filed with the Secretary of the Board for record.

On motion of Mr. Hahn, the purchases recommended by the President were authorized.

COMPTROLLER'S REPORT O F PURCHASES APPROVED

(25) The Vice President and Comptroller also submitted a report of purchases approved by him on recommendation of the Directors of Purchases in amounts of $5,000 to $7,500. A copy of this report is filed with the Secretary.
