BOARD OF TRUSTEES

T h e University of Illinois has accepted as an institutional objective the employment of increased numbers of minority groups in all areas where the University has authority for direct employment. At the same time, the University has taken the initiative to encourage the contractors to employ greater numbers of minority groups. Progress has been made since, the Affirmative Action program was initiated in 1968 but the increases in employment of workers from minority groups in some crafts have not met expectations. T h e question as to how to increase the number of craftsmen and supervisors from minority groups in the construction industry has become a subject of national as well as statewide concern. T h e University, as a public agency, will continue to make every effort to encourage formulation and implementation of arrangements which will produce greater achievement in the future than has occurred in the past. At the present time, University representatives are discussing possible additional steps with the Equal Employment Opportunity Committee of the Board of Higher Education, with representatives of contractors, unions, and the United States Department of Labor. A full report of the results of these discussions will be presented to a subsequent meeting of the Board of Trustees.

On motion of Mr. Swain, President Henry's statement was adopted.

Resolution Passed at Chicago Circle Senate, October 8,1969 T h e Senate is encouraged by the statement of President David D. Henry and Chancellor Norman A. Parker regarding employment of minority workers in the construction industry. The Senate is glad that the University will make every effort to promote arrangements between state contracting agencies and construction firms that guarantee more jobs for black workmen. However, the Senate endorses the specific demands made by the Coalition for United Community Action; and strongly urges President Henry and Chancellor Parker to take whatever steps they can to halt construction at the Chicago Circle campus, until the Building Trades Union has settled with the Coalition. T h e discriminatory practices of the construction firms and trade unions may violate state and federal law, but they certainly violate the human dignity of black people. Therefore contracts with these firms should not be honored. DEGREES CONFERRED
