APPOINTMENT OF VICE CHANCELLOR FOR CAMPUS AFFAIRS, URBAN A (28) T h e Chancellor at Urbana-Champaign recommends the establishment of the position of Vice Chancellor for Campus Affairs, and the appointment to that position of George T. Frampton, presently Professor of Law. Professor Frampton's appointment will become effective February 1, 1970, on a ten-month service basis, at a salary of $32,000. This position was approved by the Urbana-Champaign Senate at its meeting on June 2, 1969. The Senate appointed a committee to advise the Chancellor on the selection of this Vice Chancellor, and this recommendation comes to you after the Chancellor has consulted with this committee. 1 As recommended in the motion approved by the Senate, the Vice Chancellor for Campus Affairs shall act for the Chancellor in matters relating to the quality of extra-academic life on the campus and such other duties as the Chancellor may assign. On the occasion of each appointment of a Vice Chancellor for Campus Affairs the Chancellor shall have the advice of an ad hoc committee of the Senate composed of faculty and students. This appointment is supported by the Executive Vice President and Provost. I concur. O n m o t i o n of M r . S w a i n , t h i s p o s i t i o n w a s a u t h o r i z e d a n d t h e a p pointment was approved. ACTING DEAN OF THE GRADUATE COLLEGE, CHICAGO CIRCLE (29) The Chancellor at Chicago Circle has recommended that Dr. Jan Rocek, presently Professor of Chemistry, be appointed as Professor of Chemistry on indefinite tenure and Acting Dean of the Graduate College effective October 1, 1969, on a twelve-month service basis, at an annual salary of $29,000. Dr. Rocek replaces Dr. William Rostoker who was Acting Dean from September 1, 1968, through August 31, 1969. The Executive Vice President and Provost concurs. I recommend approval.

On motion of Mr. Clement, this appointment was approved.

RESOLUTION FROM THE CHICAGO CIRCLE SENATE ON EQUAL EMPLOYMENT OPPORTUNITIES (30) On October 8, 1969, the Faculty Senate at the Chicago Circle campus took action in which it "endorses the specific demands by the Coalition for United Community Action and strongly urges President Henry and Chancellor Parker to take whatever steps they can to halt construction at the Chicago Circle campus until the building trades union has settled with the Coalition." (A copy of the full text is printed below.) Under the existing contracts for construction, the contractor is required to comply with Executive Order No. 11246 and all orders of the Secretary of Labor concerning equal employment opportunities and nonsegregated facilities and to submit evidence of the contractors' affirmative actions to increase the objectives of the Executive Order. Affirmative action requires the contractor to make specified good faith efforts to increase minority representation on his work force. The criteria for evaluation of the contractor's good faith have been developed by the federal agencies. T h e contractor's actions in this area are reported to both the University and the federal agencies at periodic intervals. On the basis of these reports, the University officers have concluded that the contractors have met their affirmative action contract obligations as presently defined. Accordingly, there appears to be no legal basis for recommending that the Illinois Building Authority halt construction for noncompliance on University of Illinois projects.
