The City plans to finance this work by creating a local improvement district through which all the costs are to be assessed to abutting properties' frontage. Based on the University's ownership of property in the areas which will be involved, it is estimated that the cost to the University will not exceed $59,000. Funds are available in state capital appropriations to the University for Fiscal Year 1970, subject to release by the Governor. O n m o t i o n of M r . EMPLOYMENT OF COST CONSULTANT FOR ENGINEERING AND CLASSROOM ADDITIONS, SCIENCE AND ENGINEERING S O U T H , AND LIBRARY ADDITION. CHICAGO CIRCLE (18) T h e President of the University, with the concurrence of appropriate administrative officers, recommends employment of Hodges-Jage, Inc., Chicago, for cost consulting services on Phase IV additions to the Engineering and Classroom Additions, Science and Engineering South building, and the Library Addition at the Chicago Circle campus, at a cost of $10,200. Funds are available in state capital appropriations and have been released by the Governor. O n m o t i o n of M r . CONSTRUCTION CONTRACT FOR GENERAL WORK FOR BUILDING FOR ILLIAC IV, URBANA (19) On July 23, 1969, the Board of Trustees authorized the employment of Clark, Altay and Associates, Urbana, for architectural services for building for Illiac I V at the Urbana campus. This project, which is estimated to cost $1,080,000, must be completed by the fall of 1970 for delivery of the Illiac IV computer, and in order to meet this schedule, the architects have been able to complete bid documents for the general work and anticipate that working drawings on the electrical and mechanical work will be completed so that bids can be received by approximately January, 1970. Bids have been received for the general work. Accordingly, the President of the University, with the concurrence of appropriate administrative officers, recommends: 1. Award, subject to approval of the project by the State Board of Higher Education as a non-instructional facility, of a construction contract for general work for the building for Illiac IV to Skoog Construction Company, Champaign, for the low base bidder, in the amount of its base bid of $654,000. 2. That appropriate material be submitted to the State Board of Higher Education requesting approval of this building as a non-instructional facility. 3. That an assignment of funds be made from the Contract Research Reserve in the amount of $830,000 for this project. Funds are also available in the amount of $250,000 in state capital appropriations to the University for Fiscal Year 1970, subject to release by the Governor. This project complies with the requirements of the Facilities for the Handicapped Act. Submitted herewith is a report from the Physical Plant Planning and Construction Office, including a schedule of bids received, a copy of which is being filed with the Secretary of the Board for record.

On motion of Mr. Grimes, these recommendations were approved by the following vote: Aye, Mr. Clement, Mr. Grimes, Mr. Hahn, Mr. Hughes, Mr. Pogue, Mr. Swain; no, none; absent, Mr. Jones, Governor Ogilvie, Mr. Page, Mr. Steger, Mr. Stone.
