the Committee may appoint another member of the Committee to preside over the hearing. If vacancies occur, the Committee on Committees shall appoint as many members as are necessary to constitute a quorum. Except as hereinbefore or hereinafter provided, the hearing shall be conducted according to such rules as the Committee may from time to time establish. The Committee shall not be bound by technical rules of evidence, but all findings, conclusions, and recommendations of the Committee shall be supported by, and be in accord with, substantial evidence. T h e appointee shall be entitled to be present at all sessions of the Committee when evidence is being received and to have with him an adviser of his own choice who may act as counsel. Likewise, the President or some person designated by him, together with counsel if the President desires counsel, shall be entitled to be present at all sessions of the Committee when evidence is being received. Each party shall have the right within reasonable limits to question witnesses and, when all the evidence has been received, to make an argument in support of its position, either in person or by counsel. A full stenographic transcript shall be made of the hearing unless both parties agree to the making of a record in a briefer form." T h e Senates at Chicago Circle and the Medical Center have concurred in this proposal. Accordingly, I recommend that the Trustees give final approval to the amendment. O n m o t i o n of M r . CHANGE IN NAME OF DEPARTMENT OF MINING. METALLURGY, AND PETROLEUM ENGINEERING (11) On recommendation of the Department of Mining, Metallurgy, and Petroleum Engineering and with the concurrence of the Dean of the College of Engineering, the Chancellor at the Urbana-Champaign campus has approved a change in the name of the Department of Mining, Metallurgy, and Petroleum Engineering to "Department of Metallurgy and Mining Engineering." T h e change will reflect more accurately the nature of the academic unit involved. This action is reported to the Trustees for record. O n m o t i o n of M r . S w a i n , t h i s a c t i o n w a s c o n f i r m e d . APPROPRIATION BY ATHLETIC ASSOCIATION (12) The Board of Directors of the Athletic Association of the University of Illinois approved a special appropriation in the amount of $30,000 from unappropriated surplus funds for installation of natural gas in Memorial Stadium. Confirmation of this action is requested. O n m o t i o n of M r . G r i m e s , t h i s a c t i o n w a s c o n f i r m e d . CHANGES IN CONTRACT AND FINANCING FOR CONSTRUCTION OF MEDICAL RESEARCH LABORATORY ADDITION, MEDICAL CENTER (13) On September 18, 1968, the Board of Trustees requested the Illinois Building Authority to contract for construction of the Medical Research Laboratory Addition at the Medical Center campus. During the course of construction, soil conditions were encountered that required additional work to the caissons. The cost estimate formulated at that time indicated that additional costs resulting from the increased foundation work would be approximately $260,000, although, at that stage of construction, cost estimates could not be completely accurate. In order to finance the additional work under the terms of the contract, the Board of Trustees on March 19, 1969, requested the Illinois Building Authority to assign certain contracts to the University, and to reduce the general contract in the amount of $35,800 by deleting certain fixed equipment (autoclaves and sterilizers). However, it has not been possible to reach agreement with the contractor concerning the amount of the reduction, and it is not desired to delete this equipment.
