penditure of funds entrusted to the University. The level of compensation paid to University employees will be comparable to that generally paid for work of a similar character by other employers located in the recruiting area and may be adjusted to maintain internal equity based on position classification factors. T o encourage meritorious performance, an employee who consistently exceeds the standards of performance for his position may receive added monetary recognition. The President shall issue rules and procedures and take other action as needed to carry out this policy. Pay comparability with the local area is provided for in Section 36k of the Civil Service Statute. The proposed policy integrates this statutory mandate with the judicious use of public funds and with internal job relationships. The proposed policy also provides for added monetary recognition to employees who consistently exceed the standards of performance for their positions. A copy of the rules which the President proposes to issue upon approval of the above policy by the Board of Trustees is being filed with the Secretary of the Board for record. I concur in the recommendation that the above policy be approved as herein presented. Upon its approval, appropriate rules and procedures will be issued as indicated and modified from time to time as circumstances warrant in accord with policies established.

On motion of Mr. Jones, this recommendation was approved.

APPROPRIATIONS FOR NONRECURRING EXPENDITURES Urbana-Champaign (IS) The Chancellor, on behalf of the Urbana-Champaign Committee on Nonrecurring Appropriations, recommends the following appropriations from the Urbana-Champaign General Reserve: Office of the Chancellor, equipment $ 17 900 Renovation and remodeling for which funds are assigned to the Department of Plant and Services : Remodeling in the Armory for classrooms 17 640 Remodeling in McKinley Hospital for the Mental Health D i v i s i o n . . . . 15 560 Total, Urbana-Champaign General Reserve $ 51 100 The Chancellor, on behalf of the Urbana-Champaign Committee on Nonrecurring Appropriations, recommends the following appropriations from the UrbanaChampaign Contract Research Reserve: Graduate College: Computer-based Education Research Laboratory, equipment $ 15 000 Atmospheric Research Laboratory, equipment and research j o u r n a l s . . . 30 000 Renovation and remodeling for which funds are assigned to the Department of Plant and Services: Installation of a compressed air system donated by the Gardner-Denver Co. in the Aeronautical Engineering Laboratory B for the College of Engineering 17 200 Air conditioning in the Engineering Research Laboratory for the Computer-based Education Research Laboratory 24 100 Remodeling of 1204 West Springfield Avenue, Urbana, for the Department of Computer Science 21 552 Total, Urbana-Champaign Contract Research Reserve $107 850 Chicago Circle After review by the Chicago Circle Committee on Nonrecurring Appropriations, the Chancellor recommends the following appropriation from the Chicago Circle General Reserve: Library, Library Additions $ 36 000 T h e Executive Vice President and Provost and the Vice President and Comptroller concur.
