BOARD OF TRUSTEES

Following extended discussion and questioning of administrative officers and the student and faculty spokesmen, on motion of Mr. Jones, the Board approved the recommendations as submitted with the following provisos: (1) that it be understood, with regard to recommendation Number 4, that instances of disagreement concerning program not be referred to the Chancellor but that in such instances of disagreement the Illini Union Board will prevail; (2) (as suggested by Mr. Clement) that the following sentence be added to recommendation Number 8: "This provision is not to be interpreted as modifying the powers of the Illini Union Board and Director as set forth above." The Board also approved a motion by Mr. Hahn that the new policies as approved be evaluated by the Chancellor, the Illini Union Board and other appropriate agencies at the end of the 1969-70 academic year and that the Chancellor prepare an evaluation report for presentation to the Board. At this point, Mr. Steger asked to be excused.

TABUING, PROPOSED AMENDMENT TO SECTION 4 8 OF THE UNIVERSITY STATUTES: DEAN OF STUDENTS OR STUDENT AFFAIRS (13) On September 20, 1967, the Board of Trustees adopted provisionally an amendment to Section 48 of the Statutes — Dean of Students — the intent being to eliminate the office of the University Dean of Students and to provide, in general terms, for an officer who would have "general supervision over extracurricular activities of students" at each campus. The Senates' advice on the amendment differs, and the Senate Coordinating Council has forwarded the amendment without recommendation. Meanwhile, the Chancellors at Urbana and at Chicago Circle have been studying the organization of student affairs and recommendations on this subject may be forthcoming during the coming months. It is clear that any statutory references to the administration of student affairs should be generally applicable to all campuses, while leaving room for individual arrangements at each campus. Similarly, any contemplated statutory change should await the studies now being undertaken. Accordingly, with the concurrence of the Chancellors, I recommend that the amendment of Section 48 of the Statutes be tabled until such time as it is possible to take into account the results of present studies and new recommendations that may be developed on the basis of them.

On motion of Mr. Grimes, this recommendation was approved.

CHANGES IN NONACADEMIC POLICY AND RULES RELATING TO COMPENSATION OF EMPLOYEES (14) Consistent with procedures followed in other recent revisions, comments have been solicited by the University Director of Nonacademic Personnel from deans, directors, and department heads and from employee organizations. Draft revisions were submitted to the Nonacademic Personnel Advisory Committees on each campus and to the University Nonacademic Employees Advisory Committee. Revised drafts were reviewed by the University Nonacademic Personnel Advisory Committee. In the light of such reviews and upon the recommendation of the Vice President and Comptroller and of the University Director of Nonacademic Personnel, the following policy in respect to compensation is presented to the Board for approval. This policy is to become effective July 1, 1969, and upon its adoption all portions of the old edition of the Policy and Rules will have been superseded.
