Mr. Davis, for the special committee to consider the appointment of a Director of Services for War Veterans, reported that the committee had met; that it regarded this division as of great importance; that the director should be a war veteran sympathetic to students with combat experience; and that a canvass be made of present available members of the faculty and an appointment effected as rapidly as possible. On motion of Mr. Davis, this report was approved.

EMPLOYMENT OF CONSCIENTIOUS OBJECTORS

Mr. Davis reported also the receipt of resolutions from the Champaign Post of the American Legion objecting to the employment of conscientious objectors; that he had canvassed the situation and reported to the officers of the Post that the University's requirement of an oath of allegiance militated against such employment, and that the matter was closed.

EXECUTIVE SESSION

The Board continued its consideration of matters presented by the President of the University in executive session.

APPROPRIATION TO THE PRESIDENT'S OFFICE (13) The operating budget for the current fiscal year includes an appropriation of $1,500 to the President's Office for incidental and emergency expenses. This fund is used for a variety of items which are not ordinarily departmental expenditures. As examples, this year the University invited a number of highschool men to come here for conferences concerning the educational program of the Division of General Studies and its correlation with high-school programs. Another group of high-school men was invited here to confer on the development of a program of aeronautical education in the secondary schools. From this fund have also been paid the traveling expenses of University officials and staff members to Washington and on other out-of-town trips in connection with the airport project and other University interests. Because the demands on this fund during the current year have been so heavy, it is exhausted. I request that a supplementary appropriation of $2,500 be made from the General Reserve to the Incidentals and Emergencies fund of the President's Office for the balance of the current fiscal year.

On motion of Mrs. Grigsby, this appropriation was made, by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. Jensen, Mr. Livingston, Dr. Luken, Mr. McKelvey, Dr. Meyer, Mr. Nickell; no, none; absent, Mr. Green, Mr. Karraker.

ADMISSION OF AMERICAN-BORN JAPANESE STUDENTS (14) At the meeting of the Board on February 24, I presented a statement on the previous practice of the University in dealing with applications for admission from American-born Japanese students and raised questions as to what should be the University's future policy. No official action was taken by the Board. It appears necessary that the University adopt an official policy with respect to the admission of these students so that it can give definite and authoritative replies to inquiries from the W a r Relocation Authority and the National Japanese American Student Relocation Council. These agencies and particularly the Council have been pressing the University for a decision. T h e Provost Marshal General's Office has approved a plan for relocating certain American-born Jananese students at various educational institutions. T h e Registrar has been studying this matter and he recommends that the University agree to admit through the National Japanese American Student
