Relocation Council, for a trial period of one semester, Japanese American students under the following conditions: 1. T h e student must present evidence of United States citizenship. 2. T h e student must present evidence that he or she has sufficient funds to pay all expenses without the need for employment while in attendance. 3. T h e student must be recommended by the last institution attended. 4. If a student is entering from secondary school, he must rank in the upper twenty-five per cent of his graduating class; if a college transfer, he must have a scholastic average of not less than 3.5. 5. T h e student must present a certificate of clearance from the Provost Marshal General's Office. T h e responsibility for requesting and securing such clearance will be on the individual applying for admission. T h e University will not initiate any such requests to the Provost Marshal General's Office. 6. T h e student's attendance at the University of Illinois must be approved by the W a r Relocation Authority. 7. Any such students admitted shall be placed under the special supervision of the Dean of Students and must comply with such requirements as he may deem advisable to impose.

On motion of Mr. Jensen, these recommendations were adopted.

LEAVE OF ABSENCE FOR PROFESSOR CLARENCE A. BERDAHL (15) Professor Clarence A. Berdahl, Chairman of the Department of Political Science, has been requested by the United States Office of Strategic Services to become a member of its London staff for service directly related to the war. H e has requested leave of absence without pay for the balance of the current academic year, with the understanding that his leave will be extended beyond September i, 1944, if his services are required by the Government after that date. T h e policy of the Board governing leaves of absence provides for such extensions. Professor Berdahl's leave of absence will become effective whenever it is necessary for him to leave the University to report for duty abroad. Arrangements are being worked out by the Department of Political Science to take over Professor Berdahl's teaching duties. I recommend that this leave be granted.

On motion of Mr. Davis, this leave was granted as recommended.

REPORT OF PROGRESS ON AIRPORT CONSTRUCTION (16) T h e Supervising Engineer in charge of Airport Construction submits the following report of progress since the last report on this was made to the Board on February 24, 1944: March 10, 1944

In compliance with your request dated January 27, 1944, I submit below the second progress report on the Airport. T h e following report is a continuation of the first report dated February 24, 1944. 1. Comments by the Civil Aeronautics Administration on the zoning ordinance prepared by the Illinois Aeronautics Commission were sent to you with a request that you have Chapman and Cutler look into the entire matter of zoning. Chapman and Cutler forwarded a draft of a new ordinance which is much more comprehensive and suitable than the original prepared by the Illinois Aeronautics Commission. T h e new draft has been sent to the Zoning Committee of the Champaign County Board of Supervisors and to the Illinois Aeronautics Commission. It will be necessary to have the latter formally adopt the approach plan prepared by them. Colonel George C. Roberts, Secretary of the Illinois Aeronautics Commission, is arranging to have this done. T h e new ordinance will be received by the Board of Supervisors at its next meeting on April 11, 1944, and, after the hearings required by law, will probably pass the ordinance at the next following meeting. 2. Consultation with officials of the State Division of Highways reveals that the detention basin for controlling storm drainage from the Airport as described in my Report No. 1 will not be a practical solution of the problem
