3. Building operation and maintenance and food service in the Residence Halls. 4. Athletic Association, Alumni Association, and the University of Illinois Foundation. 5. Intramural athletics and corrective physical education, which will continue to be administered by the Athletic Association and the School of Physical Education respectively. 6. Student activities in the Chicago Colleges. 7. Student loans and undergraduate scholarships. These will be administered as at present—loan funds jointly by the college deans, deans of men and women, and the Business Office, and the award of undergraduate scholarships by the Committee on Special Undergraduate Scholarships. T h e Dean of Students shall study the administration of these and report on any changes in the administration thereof which he would recommend. T h e budget for the new division of Dean of Students will be submitted separately and is being included in the University's budget for 1943-1944. It will total $12,500 for the general office. This is being offset in part by a reorganization of the office of the Dean of Men and reductions in the budget of that office totaling $7,100, so that the net increase resulting from the creation of the Division of the Dean of Students is $5,400. I further recommend that Dr. Fred H . Turner, now Dean of Men, be appointed Dean of Students for two years from September 1, 1943, at an annual salary of $6,500. Under University Statutes deans and directors are appointed for two-year terms. Dean T u r n e r is a graduate of the University of Illinois, A.B., 1922, A.M., 1926, and Ph.D., 1931. While he was an undergraduate he worked for four years in various part-time capacities in the Office of the Dean of Men. Following his graduation he served as Secretary to the Dean of Men from 1922 to 1923, Assistant Dean of Men from 1923 to 1931, Acting Dean of Men from 1931 to 1932, and as the Dean of Men since 1932. The creation of the new office of Dean of Students will require certain amendments in the University of Illinois Statutes which will be the subject of a separate recommendation to the Board of Trustees.

On motion of Mr. Jensen, these recommendations were approved and adopted.

DIVISION OF BUSINESS MANAGER (4) At the meeting of the Board on J u n e 19, 1943 (Minutes, page 406), "the President of the University was requested to seek for and recommend to the Board a proper man to head up the business management of the University, and to study the organization recommended by the report of Booz, Fry, Allen, and Hamilton." In accordance with these instructions the President of the University has made contacts with a number of business executives some of whom might be considered for such an appointment and others who are in a position to give advice about individuals worthy of consideration. In proceeding with such conferences, however, it is essential to determine definitely what functions will be assigned to the individual who may be recommended for appointment as Business Manager. The survey report on the Business Administration and Organization of the University of Illinois recommended a new position of "Business Manager" with the following functions: 1. Accounting and financial reporting. 2. Purchasing of materials, supplies, insurance, property, and investments. 3. Supervision over sale of products and surplus assets. 4. Approval of contracts and handling of patents. 5. Collection and disbursement of money. 6. Management of auxiliary enterprises. 7. Management of physical plant. 8. Handling of non-academic personnel matters and administering employee welfare activities. 9. Supervision of business operations throughout the University. 10. Assistance in budget preparation and responsibility for budget control. T h e report recommended that these functions be distributed as follows in the Division of Business Manager: (a) Comptroller; (b) Superintendent of
