BOARD OF TRUSTEES APPENDIX Planning Assumptions

URBANA-CHAMPAIGN CAMPUS

1. Although the enrollment for 1969 has been estimated by the Bureau of Institutional Research for 33,500, it is proposed at this time that permanent academic facilities be planned for 30,000. 2. Planning will assume continued plant growth after 1969. 3. Planning will allow for the possibility of a change in the ratio of freshmen and sophomores to juniors, seniors, and graduate students. 4. The housing program will continue to be financed through income. However, it is assumed that capital appropriations will include funds to provide land and t h e utility extensions. 5. T h e recommended program is based on reduced standards for space. 6. Planned utilization of space will be higher than at present. 7. A total area of approximately 230 gross square feet per student (exclusive of housing, Union Building, etc.), will be the base of estimates. 8. Construction costs will be estimated at the 1959 level which assumes an increase of 4^4 per cent per year over the 1957 unit cost estimates. 9. Generally speaking, land acquisition and building planning must be completed the biennium preceding the two years used for construction. This requires t h a t priority decisions for construction be made four years in advance.

CHICAGO PROFESSIONAL COLLEGES

1. Land acquisition will continue to be financed from appropriations to the Medical Center Commission. 2. T h e following projects will be financed on a self-supporting basis: Laundry; Medical Center Steam Plant; Addition to the Chicago Illini Union; Housing. 3. In general, the need for a proposed program results from: a. Changes in operational needs and patient-care concepts in hospitals. b. Changes in the basic concepts of medical education. c. Growth in enrollment, intensification of research, and improvement in service. d. Obsolete condition of buildings. T h e original structures were obtained in a transfer to the University from the State Department of Public Welfare. The buildings were originally constructed for welfare use and were ill-suited for modern medical and dental college use. Subsequent remodeling has improved materially the facilities, but much remains to be done. The plans proposed represent a really thoughtful study of what is needed to produce the facilities for a first-rate group of Colleges of Medicine, Dentistry, Pharmacy, and Nursing. 4. The space estimates are based on the same standards and reductions as are in effect at Urbana-Champaign. 5. The program is based on vertical planning for the hospital and the clinic facilities, for the following reasons: a. It improves the ability to provide ancillary services closer to the patient. b. It improves operating economies. (Operating costs are more significant than capital costs due to the fact t h a t the operation and maintenance costs equal the capital cost over a two- t o four-year period.) c. In earlier periods, patients were isolated in separate buildings according to their illness. This is no longer considered sound-planning principles, because the treatment of the illness requires more than one specialty of service. Furthermore, for teaching purposes, the segregation of such illnesses is not considered wise. d. T h e land area available for construction within the Medical Center is highly restricted. 6. T h e proposed planning and development results in approaching the maximum construction t h a t can be anticipated within the immediate physical area. 7. Clinical facilities in the Medical Center District will be available to t h e University of Illinois supplementing those of the Research and Education Hospitals.

CHICAGO UNDERGRADUATE D I V I S I O N

The University has employed t h e Real Estate Research Corporation t o recheck sites previously considered for t h e relocation of the Chicago Undergraduate Division and to analyze additional sites which have been recently proposed.
