The principal criteria which are being applied to the various sites are as follows: 1. Criteria Stated as Minimum Standards Which Must Be Met By All Sites. a. Accessibility: (1) By public transportation, with a maximum travel time of one hour and a maximum fare (at present fare levels) of 5 7 ^ cents for a one-way trip, from the homes of at least 50 per cent of the student potential residing in Cook and DuPage Counties. (2) Either by public transportation as stated above, or by private automobile with a maximum driving time of forty-five minutes, from the homes of at least 85 per cent of the student potential residing in Cook and DuPage Counties. b. Availability: The site must be available on a schedule which permits beginning of construction by July, i960, and the complete operation of the first stage (6,000 students) by the fall of 1963; and also the balance of the site available by 1965 for construction of those buildings needed for the second stage. 2. General Criteria (for application to sites meeting minimum standards). a. Expansibility: Sites with areas above minimum requirements, or with feasible possibilities of expansion, are to be preferred over sites lacking these qualities. b. Cost: Sites with low costs are to be preferred to sites with high costs. Such costs include: (1) Acquisition cost of the land. (2) Development cost of the site. (3) The possibility of building low-rise, low-density structures as opposed t o higher cost, high-rise buildings. c. Environment: Sites adjacent to environmental factors which would assist the educational mission of the campus are to be preferred over sites with neutral or unfavorable environmental surroundings. Environmental factors to be evaluated for specific sites include: (1) General environment, particularly as to land use, physical condition, identification, prestige, and safety. (2) Adjacency to cultural or other facilities which could be used by the University. (3) Proximity to areas of superior opportunities for desirable faculty housing, and of potential employment for students. The first stage of this program will provide permanent space approximating 1,000,000 square feet, which will accommodate 6,000 students in a two-year program. It will also provide the facilities and the opportunity to start a four-year program in certain curricula. It is estimated that this phase of the program will cost approximately £50,000,000, but the cost will vary with the site finally selected. The studies being conducted by the Real Estate Research Corporation will be completed in September, 1958. Funds will be requested in the 1959-61 biennium to complete site acquisition, architectural and engineering studies in order to start construction in i960. This schedule will result in completion of construction on the first phase of the program, i.e., for 6,000 students in a two-year curricula, by t h e fall of 1963. Planning for the second stage of this program is for an enrollment of 15,000 in a four-year program by 1969. Analyses of Building Projects R e c o m m e n d e d for the 1959-61 Biennium

The amounts requested in 1959-61 will permit the construction program to get into full operation so that the major construction planned for the subsequent biennium can be accomplished. Site preparation, utilities distribution, and streets and walks location can be started as soon as a cleared site is available. Also, construction may be started on certain buildings — if building plans and specifications have been pushed forward. The requests for 1959-61 are for: Land acquisition $ 3 500 ooo 1
