However, the appropriation Act provides that no contract shall be entered into or obligation incurred for any expenditure from any appropriation made until after the purpose and amount of such expenditure has been approved in writing by the Governor. H e has announced that all General Revenue appropriations subject to release by the Governor are frozen until further notice, this to remain in effect at least until January 1, i960. This includes new money appropriations for capital projects and for all other purposes which have heretofore required release prior to commitment. O n m o t i o n of M r . A P P O I N T M E N T O F D I R E C T O R O F DIVISION O F S E R V I C E S FOR CRIPPLED CHILDREN (4) T h e Board of Trustees on February 19, 1959, confirmed the appointment of Dr. Edward F . Lis, Associate Professor of Pediatrics in the College of Medicine, as Acting Director of the Division of Services for Crippled Children effective February 1, 1959, to fill the vacancy created by the death of the late Dr. Herbert R. Kobes. Dr. Lis has given effective leadership to the Division. Consideration has been given to recruiting other individuals for the post of Director but he has demonstrated that he is the ablest individual whom the University could secure to provide continuing effective direction to the Division.
