cine and Dentistry who request cancellation of admission by September I of the year in which they are to register shall be refunded. 4. Any deposit made shall be refunded in full if the University of Illinois cancels the student's admission. 5. Upon completion of registration of a student in the Colleges of Medicine, Dentistry, or Pharmacy, the deposit on file shall be credited on the tuition and other fees due from the student. 6. T h e refund provisions at the Chicago Professional Colleges shall be consistent with the refund practice at Urbana, providing for a full refund of fees if a student withdraws during the first ten days of a quarter, a refund of one-half of the fees if the student withdraws after ten days attendance but before onehalf of the quarter has elapsed, and no refund if the student withdraws after one-half of the quarter's work has elapsed. This shall apply to all colleges and to the School of Nursing. It is further recommended that these changes become effective in September, 1959I concur.

On motion of Mr. Bissell, these recommendations were approved.

BUILDING PROGRAM FOR 1 9 5 9 - 6 1 (31) State law requires that the University file with the Department of Finance, not later than November I, estimates of income and of expenses from state appropriations for the biennium beginning the following July 1. I submit herewith the proposed building program for the biennium of 1050-61. Recommendations for state appropriations for operations during the biennium of 1959-61 will be submitted to the Board at a later meeting. The recommendations for state capital appropriations are based on a report of the University Building Program Committee and after consultation with the University Council. The Building Program Committee has made a thorough canvass of the University's building and related needs. It has been studying these needs in consultation with representatives of the colleges, schools, and departments concerned for several months and has made periodical reports and recommendations to the President of the University. The Committee's final recommendations have also been considered by the Board of Trustees Committees on Buildings and Grounds, General Policy, and Finance. In order to reflect the comprehensive planning upon which the recommendations are based, I am also submitting for information purposes the Committee's tentative recommendations for 1961-63, and the estimate of building and other capital improvement needs within the total ten-year period from 1959-60. I now recommend that the Board of Trustees formally approve the program for 1959-61 as submitted herewith for presentation to the Department of Finance, the Illinois Budgetary Commission, and to the officers and committees of the Seventy-first General Assembly of Illinois; and I further recommend that the President of the Board, the Chairmen of the Board Committees on Buildings and Grounds, General Policy, and Finance, and the President of the University be authorized to represent the Board of Trustees in such conferences as may be required in presenting the program to state officials.

On motion of Mr. Williamson, these recommendations were approved and authority was given as requested. This action was taken by the following vote: Aye, Mr. Bissell, Mr. Hughes, Mr. Livingston, Mr. Nickell, Mr. Swain, Mrs. Watkins, Mr. Williamson; no, none; absent, Mr. Herrick, Mrs. Holt, Mr. Johnston, Mr. Stratton. The building program appears as an appendix to these minutes, on pages 60 to 76.

OCTOBER MEETING OF THE BOARD

President Livingston asked the members of the Board their wishes for the date and place of the October meeting. On motion of Mr. Nickell, seconded by Mr. Hughes, the Board voted to hold this meeting in Urbana, Illinois, on Friday, October 24.
