Construction of the east wing must be deferred until Harker Hall can be razed. However, the structural design of the total addition must include provisions for the east wing with respect to air conditioning and utilities installations and construction of footings so that the wing, when constructed, can be properly joined to the main unit. Accordingly, the Director of the Physical Plant and the Vice-President and Comptroller recommend an addition to the contract with Jameson and Harrison for their assignments to include such of the structural design work on the east wing as must be done now, so that when it is constructed it can be joined to the main unit with a minimum of structural changes in the latter. The additional work will be paid for on the usual cost-plus basis and the estimated fee is $4,750. Credit for such work will be allowed when the complete contract for architectural services on the east wing is completed. I concur. O n m o t i o n of M r . INSTALLMENT PLAN FOR PAYMENT OF UNIVERSITY FEES AND HOUSING CHARGES (22) The Vice-President and Comptroller recommends that effective in September, 1959, students at Urbana-Champaign be given the option of paying tuition, fees, and residence halls charges on an installment basis. Charges for each of the first and second semesters will be collected in four installments, the first payable at registration and the remaining in each of the following months. Summer session charges will be payable one-half at registration and one-half during the following month. This plan will not apply to registrations in extramural and correspondence courses, or to University housing contracts on an annual lease basis, which are now payable monthly. Students electing the installment plan for tuition and fees will be assessed a $2.00 service charge. An additional service charge of $2.00 will also be assessed in the case of the flight instruction fee of $300.00 if paid on the installment basis. There will be 110 service charge for the payment of University housing accounts on the installment basis which are now payable monthly. A charge of 2 per cent, but not less than $1.00, will be assessed on each installment of any tuition, fee, or housing account that becomes delinquent. An installment will be considered as delinquent on the first day of the month following the date payment is due. This penalty will also apply to delinquent rental accounts of students and staff which are payable on a monthly basis. It is not proposed that this plan apply to the Chicago colleges, although it will be studied with the possibility of a recommendation for its extension at a later date. There are no housing accounts at the Chicago Undergraduate Division, but a deferred plan for fees is now in effect there. At the Professional Colleges, the schedules of required payments, availability of fee deferment and the three-term system of operation result in a payment plan similar to that proposed for Urbana. The Director of Housing, the Dean of Students, and the Vice-President and Comptroller recommend the adoption of this plan. Authority is requested for the President to make minor modifications as experience may prove desirable when recommended by the appropriate officers. I concur.

On motion of Mrs. Watkins, this plan was approved.

GRANT FROM KELLOGG FOUNDATION (25) The Kellogg Foundation, Battle Creek, Michigan, has approved a grant to the University of $110,400, payable over a period of three years, to assist in the development of a teacher-education program in the College of Dentistry under the supervision of Dean Isaac Schour. It is proposed to make the grant effective July 1, 1959. The funds will be made available in the University subject to certain conditions specified by the Foundation all of which are acceptable to the University and are consistent with University policy. I recommend acceptance.
