Avenue, providing a local bond issue is approved, subject to the following conditions: 1. The potential storm drainage areas are specifically defined. 2. Neither the City nor the University will extend their respective drainage areas beyond those so defined. 3. The University's contributions will be determined by an independent engineering appraisal and evaluation of benefits to the City and the University, subject to approval of the same by the University, and such contributions shall be based on the actual cost of the work. 4. The city of Urbana will assume full responsibility and liability for a design to direct the flow of storm water runoff to the appropriate watershed. 5. Plans and specifications will be submitted for review and approval of the University prior to the award of contracts. 6. University contributions for its share of the cost may, at its option, be spread over a period not to exceed ten years with the further understanding that such contributions will be subject to the availability of funds and under the limitations provided by t h e statutes. There is submitted herewith a supporting statement prepared by the Physical plant Department giving further details about these improvements, and a copy is being filed with the Secretary of the Board for record. I concur.

On motion of Mrs. Holt, this recommendation was approved and authority was given as requested.
