agency or institution is a qualified applicant for steam service, subject to the availability of an adequate steam supply. In accordance with this policy, the Director of the Physical Plant, the VicePresident in charge of the Chicago Professional Colleges, and the Vice-President and Comptroller recommend authorization of agreements with the Chicago Foundlings H o m e , the Chicago Medical School, and the Pediatrics Hospital for the Mentally Deficient (a State Department of Public Welfare institution) for steam service t o be supplied by the Medical Center Steam Company to buildings being constructed or to be constructed by these institutions in the Medical Center District. T h e contracts will include the following terms and conditions: 1. T h e University will furnish steam to these agencies on the basis of a maximum demand which is well within the capacity of the present plant and the additions being constructed under previous authorizations of the Board of Trustees. 2. T h e agencies will pay the University the cost of the portion of the capital facilities needed to produce steam to the extent called for in the contracts. These payments will be immediately paid by the agencies upon signing of the contracts or installments over the life of the contracts, in which case the agencies will also pay all interest and incidental charges incurred by the University in financing the facilities. Any amounts paid by the agencies representing a portion of the capital facilities will be immediately paid by the University to the Medical Center Steam Company as special amortization payments, thus reducing the indebtedness on the steam plant and the interest cost. 3. T h e agencies will be billed for steam furnished at a rate which shall cover all wages and other expenses of the steam company applicable to the production of steam plus an appropriate overhead charge of such costs to the Chicago Foundlings H o m e and the Chicago Medical School. 4. T h e agencies with whom the University is contracting will provide and install in their buildings steam flow and condensate meters of a type and size approved by the University. Title to these meters will be conveyed by the agencies to the Medical Center Steam Company. 5. These agencies will either construct at their own expense or request the Medical Center Steam Company to construct the steam distribution and condensate return systems necessary to carry steam to their buildings. If the agencies request the Medical Center Steam Company to construct or construct their own distribution and return system in accordance with plans and specifications approved by the University, the title to such facilities will be conveyed by the agencies to the Medical Center Steam Company and become a part of the steam plant to be operated and maintained by the steam company. If an agency constructs the necessary steam distribution and condensate return system under conditions not approved by the University, such facilities so constructed will not become a part of the Medical Center Steam Company and the responsibility for the operation and maintenance will be retained by the agency. 6. T h e University will be released from liability for any loss, damage, or injury caused by leakage, escape, or presence of steam vapor or water on the premises of the agency. 7. The contracts may not be assigned by the agencies without written consent of the University. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute these contracts after approval of the same by the Legal Counsel. O n m o t i o n of M r s . CITY O F URBANA STORM DRAINAGE IMPROVEMENTS (20) T h e Director of the Physical Plant and the Vice-President and Comptroller recommend that the Comptroller and the Secretary of the Board of Trustees be authorized to notify the city of Urbana that the University will contribute its share of the cost of proposed storm drainage improvements which will also serve University property south of Florida Avenue and north of Springfield
