T h e Director of t h e Physical Plant and the Vice-President and Comptroller recommend authorization of contracts with Sargent and Lundy, Consulting Engineers, Chicago, for engineering services on the additions to the Abbott Power Plant and the extensions of the steam and electrical distribution systems, these services to include preparation of complete plans and specifications and detailed estimates of costs, and general supervision of construction. This firm furnished the engineering services for the construction of the Abbott Power Plant, the first major extension of the steam and electrical distribution systems, and on subsequent additions and extensions. Its charges for the engineering services now recommended will be on the same basis and terms as charges for the previous work done for the University. Submitted herewith are memoranda from the Physical Plant Department giving the complete details of the two proposals and the terms of the contracts, and copies are being filed with the Secretary of the Board for record. Funds are available in the state appropriations to the University for 1957-59 for buildings and other improvements in the amount of $20,000 for the engineering services on the Abbott Power Plant additions and in the amount of $70,000 for the engineering services on the extension of the steam and electrical distribution systems. T h e contracts will provide that they may be terminated by the University in the event additional funds are not made available and that Sargent and Lundy will be paid for actual services rendered up to the time of termination but not to exceed $20,000 for the work on the Power Plant addition and $70,000 for the work on the extensions of the steam and electrical distribution systems. These recommendations have previously been considered by the Committee on Buildings and Grounds which is prepared to support them. I concur.

On motion of Mr. Johnston, these contracts were authorized by the following vote: Aye, Mr. Bissell, Mr. Herrick, Mrs. Holt, Mr. Hughes, Mr. Johnston, Mr. Livingston, Mr. Swain, Mrs. Watkins, Mr. Williamson; no, none; absent, Mr. Stratton, Mr. Wilkins.

CONTRACT W I T H SPACE UTILIZATION ANALYSIS, INC. (18) The Director of the Physical Plant and the Vice-President and Comptroller recommend that the University contract with Space Utilization Analysis, Inc. (Space Utilization Analysis for Government, Industry, and Education), New York, to make a survey, study, and analysis of certain physical plant requirements of the Chicago Undergraduate Division in its new location. Payment for services will be on the basis of the standard hourly rates charged by this organization, the total amount not to exceed $7,850; plus reimbursement of the Company for transportation and living expenses of officers and staff engaged in this survey, this item not to exceed $850. Funds are available in the state appropriations to the University for 1957-59 for buildings and permanent improvements. The Committee on Buildings and Grounds has considered this proposal and is prepared to support the recommendation. I concur. O n m o t i o n of M r . STEAM SERVICE FOR INSTITUTIONS IN MEDICAL CENTER DISTRICT (19) The steam for University of Illinois buildings in the Medical Center District is produced by the Medical Center Steam Company, a separate corporation authorized by the Medical Center Commission to operate a steam plant in the District to serve the University and other institutions in that area. Under an agreement with the Commission (this was one of the basic considerations in securing its cooperation in the organization of the Medical Center Steam Company and authorization to operate a steam plant in the Medical Center District), the University also furnishes steam produced by the Company to any other government agency, charitable institution, or other institution located in the District upon its application and upon certification by the Commission that the
