It is recommended that the Board authorize the President and the administrative staff to make future revisions as needed in the light of possible changing conditions, with the understanding that all such revisions will be submitted to the Committee on Buildings and Grounds for approval.

On motion of Mr. Johnston, this recommendation was approved.

SUBCONTRACT W I T H T H E KENTUCKY RESEARCH FOUNDATION (8) T h e University, under a cooperative arrangement with the Illinois State W a t e r Survey, has entered into an agreement with the A r m y Signal Corps for a study of the measurement of intensity of surface precipitation by radar returns. It is desirable to gather data from various geographic locations. T h u s far, data have been secured from the states of Florida and Oregon by entering into subcontracts with the Universities of Florida and Oregon. It is now necessary to get data in Indonesia. T h e Kentucky Research Foundation has highly qualified personnel located in Indonesia who are willing to gather the necessary data and to make them available to the University. A subcontract with the Kentucky Research Foundation providing for these services at a cost of $3,105 for the calendar year 1959 is proposed. This proposed subcontract has been approved by the A r m y Signal Corps, and payments thereunder will be from contract funds. T h e Vice-President and Comptroller recommends approval. I concur. UNIVERSITY OF ILLINOIS LEGISLATION (9) It is recommended that the Board of Trustees authorize the President and other University officials to secure the introduction in the Seventy-first Genera! Assembly of Illinois of bills for the following legislation, and to support their enactment: 1. Appropriation bills for the University's operating budget for 1959-61, the budget for the Institution for Tuberculosis Research, and the University's capital appropriations for 1959-61. 2. Legislation to increase the University's working cash fund from $300,000 to $500,000 as recommended by the auditors. 3. Legislation to give University police the same police powers as regularly constituted police officers, with authority to make arrests, to carry arms, and to perform other functions of peace and police officers while on duty and on or near University property. 4. Amendment of the law concerning compensation for services to bring it into conformity with necessary practices relating to retroactive salary adjustments, if in the opinion of the Legal Counsel, such amendments are desirable. 5. Amendments of the Act creating the University Retirement System of Illinois. It is the responsibility of the Board of Trustees of the University Retirement System of Illinois to secure the enactment of this legislation, but the University should support these measures to include: a. More adequate provisions for survivors of participants in the System. b . Increasing the present maximum of retiring allowances from $4,500 to $7,200 a year immediately, and eliminating the maximum completely in five years; and increasing the percentage maximum from 60 per cent to 70 per cent of final rate of earnings. c . Correction of existing inequities, simplification of administration, and clarification of the intent of the present Act. 6. Amendments of the Act creating the University Retirement System, which the Board of Trustees of the Retirement System will support, but which should be sponsored by the University: a. T o include employees of the University of Illinois Foundation and the University of Illinois Alumni Association as participants with the employers' contributions paid by the Foundation and Association. b . T o authorize the Retirement Board to administer a program of hospital
