It is further understood that, failing to reach such a concurrence or consensus, each president will give the others due notice in the early stages of formulation of the position to be taken by his university with regard to such proposals, together with a statement of his reasons therefor. Furthermore, any reactions of the other institutions will be immediately conveyed to the governing boards. It is further understood that the several universities will remain alert to, and shall seek out, appropriate and practicable opportunites for cooperative programs to be operated by any two or more of them jointly.

On motion of Mr. Hughes, the Board endorsed this plan.

SETTLEMENT O F ADDITIONAL COSTS TO CORRECT DEFICIENCIES IN HEATING INSTALLATION IN ADDITION TO LINCOLN A V E N U E RESIDENCE (6) As previously reported to the Board, heating deficiencies in the addition to the Lincoln Avenue Residence have been corrected at a cost of $68,888. Negotiations have been concluded with the architects, Naess and Murphy, Chicago, to determine the distribution of this additional cost. Naess and Murphy have agreed that $24,194 is their responsibility, based upon the contractor's estimate of the work due to the error in determining the unit heat loss through the walls of the building. The University has agreed that it should pay the added cost which would have resulted in any case if the original design had been adequate. The contractor's estimate of this is $33,000. This leaves a difference of $11,694, which is due to a misunderstanding between the University and the architects as to the pressure in the steam distribution system at the service connection to the building. It has been impossible to ascertain the reason for this misunderstanding, but it is apparent that the architects operated in good faith on an erroneous assumption. It is concluded, therefore, that this difference should be divided equally between the architects and the University. On this basis, Naess and Murphy would assume a cost of $30,041 and the University would assume a cost of $38,847. This has been reviewed by the Federal Housing and Home Finance Agency, the purchaser of the majority of the bonds for financing this building, and they have agreed to the settlement. T h e Director of the Physical Plant and the Vice-President and Comptroller recommend approval of this settlement, which will be accomplished by a deduction of $30,041 in the amount the University will pay Naess and Murphy for architectural services. This has been submitted, with my concurrence, to the Committee on Buildings and Grounds which also recommends approval. O n m o t i o n of M r . APPROPRIATION FOR EQUIPMENT IN OFFICES OF ADMISSIONS A N D RECORDS AND BURSAR (7) Remodeling of the space occupied by the Bursar's Office and the Dean of Admissions and Records on the first floor of the Administration Building and expansion of the services of these offices require additional equipment to make the best use of the enlarged work areas. Funds are requested as follows for this and for replacement of present equipment. Any usable equipment replaced can be transferred to other divisions of the University: Bursar's Office, furniture $ 9 800 Dean of Admissions and Records Shelving and file cabinets 2 095 Replacement of six typewriters and purchase of six additional typewriters (at the present time six are being rented) 3 520 Furniture and other equipment needed in remodeled, expanded areas 9 749 Total $25 164 In the appropriation made by the Board for the remodeling of this area, $8,000 can be used for the purchase of equipment. T h e remainder needed, $17,164, can be found in funds collected from the United States government for certification of the grades and attendance of veterans, a service required by the government. Since the Bursar's and the Admissions Offices were concerned with this certification service, it is appropriate to use the funds from this source.
