of the College of Liberal Arts and Sciences is in charge of the Dean's Office. In carrying out this assignment, he consults closely on matters of policy with the Executive Committee of the College. T h e Committee on the Deanship has unanimously nominated Professor Lyle H. Lanier, H e a d of the Department of Psychology. This nomination is also unanimously endorsed by the Executive Committee of the College and is concurred in by the Vice-President and Provost and the Dean of the Graduate College. I recommend the appointment of Dr. Lanier as Professor of Psychology on indefinite tenure and Dean of the College of Liberal A r t s and Sciences beginning J a n u a r y I, 1959, and continuing through August, 1959, at a salary of $20,500 a year on " Y " basis. It is the opinion of the search committee, the Executive Committee of the College, and all recommending officers that this appointment will receive wide acceptance not only from the faculty of the College but also from the faculty of the University in general. W e also feel that Professor Lanier will give the College the same distinguished leadership he has given the Department of Psychology which has become one of the leading departments of psychology in the country. Professor Lanier is presently on sabbatical leave of absence for the first semester of 1958-59 which accounts for the beginning date of his appointment as Dean.

On motion of Mr. Swain, this appointment was approved.

DIRECTOR OF HEALTH SERVICES AT CHICAGO PROFESSIONAL COLLEGES (4) T h e Vice-President in charge of the Chicago Professional Colleges recommends the appointment of Dr. Marvin J. Colbert, presently Assistant Professor of Medicine on the faculty, as Assistant Professor of Medicine and Director of Health Services at the Chicago Professional Colleges beginning J a n u a r y I, 1959, and continuing through August 31, 1959, at an annual salary of $13,000 on " Y " basis. This appointment is to replace Dr. Buford Hall who is resigning as Director, but who will continue as a member of the nonsalaried faculty of the Department of Medicine. I concur.

On motion of Mrs. Watkins, this appointment was approved.

MEMORANDUM OF U N D E R S T A N D I N G AMONG PRESIDENTS OF STATE-SUPPORTED INSTITUTIONS OF HIGHER LEARNING (5) T h e presidents of the state-supported institutions of higher education in Illinois have adopted the following Memorandum of Understanding Among the Presidents of the State-Supported Institutions of Higher Learning in Illinois as a statement of policy of institutional cooperation. The presidents, through the Joint Council on Higher Education of the six statesupported institutions of higher learning in Illinois, affirm their full intention to keep each other informed of plans for new programs, such as the establishment of a new department, college, or school, the inauguration of a new service, the opening of a branch; or changes in, or enlargements of, existing programs at any one of the universities that might affect any of the other universities; and to provide opportunity for timely mutual discussion of such matters. T h e purpose of these discussions shall be to attempt to arrive at the best application of the resources which may become available to any of the universities toward providing the most sound educational programs and service possible in the state. More specifically, it is understood between said presidents that proposals for new legislation enlarging the scope of the authority of any of the universities or requests for appropriations for new programs at any of them shall be submitted to the others prior to the actual making of the requests. This will be done in order to have a discussion toward the end of attempting to reach a consensus as to whether such enlargements are in the public interest. It is also understood that such discussions are desirable in the interest of avoiding, in every instance reasonably possible and consistent with the important interests of each university, the necessity of public opposition on the part of any one of them to proposals of the others.
