These degrees will be conferred at the Commencement Exercises in Urbana on June 18, I960, or at some other appropriate convocation in case any of the recipients is unable to be present at the June Commencement. UNDERGRADUATE SCHOLARSHIPS FOR JUNIOR COLLEGE GRADUATES (5) T h e Committee on Fees recommends authorization of seventy-five tuitionwaiver scholarships for graduates of junior colleges in Illinois to be awarded on the basis of superior scholarship and financial need. At present, graduates of junior colleges transferring to the University of Illinois a r e not eligible for some of the tuition-waiver scholarships, such as the County Scholarships, available to high school graduates. T h e Board of Trustees has recently authorized the award of tuition-waiver undergraduate scholarships to high school seniors who rank the highest in the County Scholarships examinations but who are technically ineligible for such scholarships because they have had work in high school at the college level. T h e present proposal would encourage the junior college movement and would improve relationships between the University and these colleges. It is recommended that these scholarship awards be on a continuing basis, effective September, i960, that they provide exemption from payment of tuition fees only, and that each scholarship shall be for a period of two years. GRADUATE PROGRAM IN RUSSIAN LANGUAGE AND AREA STUDIES (6) T h e Urbana-Champaign Senate recommends establishment of graduate minors in Russian Language and Area Studies as follows: Minor for the Master's Degree. A candidate for the master's degree who elects Russian Language and Area Studies as a minor must earn at least two units
