A meeting of the Executive Committee of the Board of Trustees of the University of Illinois was held at 3 o'clock p.m. (Central Daylight Saving T i m e ) on Monday, May 20, 1940, at 310 South Michigan Avenue, in Chicago. Mr. Harold Pogue, Chairman, and Mr. James M. Cleary, member, of the Executive Committee, were present; also Dr. Arthur Cutts Willard, President of the University, and Mr. Charles S. Havens, Director of the Physical Plant Department. Mr. Havens acted as clerk. MATTERS PRESENTED BY PRESIDENT WILLARD T h e Executive Committee considered the following matters presented by the President of the University.
