terials at an estimated value of $700 for the cooperative investigation of the use of cylindrical shells as columns. 8. A medal, accompanied by the official citation, conferred on the late Professor Cyril G. Hopkins, formerly Head of the Department of Agronomy, by the King of Greece in 1919 for his services to that country. T h e medal and papers have been in the hands of his brother, Mr. C. E. Hopkins of Pontiac, who passed away recently, and his widow, Mrs. Sara S. Hopkins, has sent them to the University. Comptroller's Report of Trust Funds Received 1. Food Machinery Corporation, $1,350. This represents an additional payment made pursuant to an agreement for a cooperative investigation of hay crushing processes by the Agricultural Experiment Station and is in excess of the funds to be paid as specified in that agreement. 2. U. S. Navy, Bureau of Supplies and Accounts, $5,400 for tests of riveted joints, to be carried on by the College of Engineering. 3. American Society of Heating and Ventilating Engineers, $525 additional for air conditioning research.

On motion of Mr. Cleary, the acceptance of these gifts was approved.

RETIREMENT OF F. A. LINDGREN (50) T h e Director of the Physical Plant Department recommends that F. A. Lindgren, Assistant in the University Photographic Laboratory, be retired effective May 1, 1040, on an annual retiring allowance of $517 for life, on account of physical disability, under the rules of the Board of Trustees. Mr. Lindgren has been employed in the University for seventeen years and will reach the age of 65 on August 26, 1940.

On motion of Mr. Mayer, this retirement was authorized.

SABBATICAL LEAVE OF ABSENCE FOR PROFESSOR H. M. MOTT-SMITH (51) Pursuant to the authorization of the Board in approving sabbatical leaves for 1940-1941, I report that a leave of absence for one year from September 1, 1940, on one-half pay, has been granted Associate Professor H. M. Mott-Smith of the Department of Physics. T h i s r e p o r t w a s r e c e i v e d for r e c o r d .

(52) At its meeting on February 16 (Minutes, page 749) the Board approved the award of a contract for bulletin boards and insect screens (Equipment Items, Group I I I ) in Gregory Hall and the addition to the Library (P.W.A. Project 111. 1962-F), to A r t h u r H. Krebs & Company, the low bidder, on its base bid of $1,277. T h e complete schedule of bids was Arthur H . Krebs & Company $1 277 00 Champaign Metal Weather Strip Company 1 897 00 T h e J. N. Johnson Company, Inc 2 188 90 This award was subject to approval by the Federal W o r k s Agency. The specifications provide that the owner may hold the bids for thirty days. The bids were opened on January 30, the contract awarded by the Board on February 16, but approval of the Regional Office of the Federal W o r k s Agency was not received until March 13. As the thirty-day period has expired, the contractor cannot be held to his original bid unless he is still willing to perform. T h e lowest bidder states that he made an error in estimating the work, and that in the interim prices have increased. H e is willing to take the contract if it is increased by $264, but the Director of the Physical Plant Department cannot recommend this increase and the Federal W o r k s Agency has informally advised that it will not approve the award on that basis. T h e next lowest bidder, the Champaign Metal Weather Strip Company, is
