BOARD OF TRUSTEES

REPORT ON STRIKE OF PLUMBERS A N D STEAM FITTERS ON N E W CONSTRUCTION WORK

President Willard reported that while in Washington attending a meeting of the Executive Committee of the National Association of State Universities he conferred with several officials on January 26, 1940, including Senator Scott Lucas and President William Green of the American Federation of Labor, concerning the strike of plumbers and steam fitters on new buildings under construction at the University; and that Senator Lucas and President Green expressed an active interest in the University's problems with respect to (1) the safeguarding of Federal grants for these projects which are in jeopardy due to the delay caused by the strike, and (2) the University's long-established policy of doing itself, when the public interest so requires, such construction work as the installation of piping in the power plant tunnel, on which job the strike issue was raised, instead of employing a private contractor; and that President Green also said he would do everything he could through conferences with labor officials to help in reaching a prompt settlement of the strike satisfactory to both parties. President Willard also read a telegram which he received on his arrival from Washington Saturday morning, from the American Federation of Labor headquarters, quoting a letter sent to the Assistant President of the United Association of Journeymen Plumbers and Steam Fitters, who was in Miami, Florida, that President Green would wish to confer with him about this strike the following day. Mrs. Plumb reported on her efforts with state and regional labor leaders to secure a settlement of this strike. The Board confirmed the action of the President of the University in enlisting the good offices of the President of the American Federation of Labor, and directed the Secretary to send a telegram to the latter expressing the Board's appreciation of his interest. On motion of Mr. Moschel, the Executive Committee was instructed to continue its efforts to effect a settlement of this stuke.

The Board voted to hold the February meeting in Chicago 011 Friday, February 16, 1940.
