On motion of Mr. Karraker, this appropriation was made as recommended, by the following vote: Aye, Mr. Adams, Mr. Jensen, Mr. Karraker, Mr. Mayer, Dr. Meyer, Mr. Moschel, Mrs. Plumb, Mr. Pogue; no, none; absent, Mr. Cleary, Mr. Horner, Mr. Wieland.

APPROPRIATION FOR PARKING AREAS AND WALKS (12) A recommendation that assignments be made from the General Reserve Fund for the following purposes: Parking areas for Illini Union Building: East of Health Service Building $ 3 700 North of Talbot Laboratory 1 200 Between Machine Tool Laboratory and the Electrical Engineering Laboratory 320 Sidewalks: Over University Hall site 10 600 T o Natural Resources Building 3 100 Total $18 920 This is only a part of such grounds improvements which are desirable incidental to the construction of new buildings, but is all that I can recommend at this time due to the limitation of funds. In the future, consideration should be given t o : (1) the repaying and widening of Green Street from Wright Street to Mathews Avenue; (2) the extension and pavement of drives to the Natural Resources Building; (3) additional parking areas to serve the Illini Union Building; (4) an East Broadwalk to replace the cinder drive in front of the Old Agriculture and Chemistry Buildings which is no longer useful for vehicular traffic since its outlet to Green Street has been closed.

At this point, Mr. Cleary took his place with the Board.

CONSTRUCTION OF CYCLOTRON FOR DEPARTMENT OF PHYSICS (13) T h e Graduate School Research Board recommends that funds be made available for the construction of a cyclotron by the Department of Physics. Such an instrument is fundamental to effective research work in nuclear physics in which several members of the faculty are engaged, but its use would not be confined to that department. F o r example, certain investigations in the biological sciences in which a number of members of the staff are interested could be carried out only through the use of a cyclotron. T h e case for this instrument is presented in a letter from the Dean of the Graduate School and Chairman of the Research Board, a letter from the H e a d of the Department of Physics, and a letter from four members of that Department which covers the proposal in considerable detail. Copies of these documents are submitted herewith. The estimated cost of constructing a cyclotron of the type requested is fe^Soo. If funds in this amount are not available a somewhat less satisfactory instrument could be constructed for $24,000. A third plan, costing still less, is mentioned in the letter from members of the Physics Department, but that alternative is not recommended. So impressed is the Research Board with the possibilities of bringing to a high order of distinction the research programs which require the use of a cyclotron, that it is prepared to assign $17,5°° from the Graduate School Research Fund for 1939-1940 and $6,500 from the Fund for 1940-1941, even though this will create difficulties in supporting other highly desirable researches. T h e Research Board, therefore, requests that consideration be given to a special appropriation for this project of at least $7,5°°» a n d preferably $14,000. This appropriation would not be needed until next year, but if the cyclotron project is approved it is desirable to begin work on it now with definite assurance that the additional funds needed will be available.
