2. President Roscoe Pulliam of Southern Illinois Normal University, as Visiting Professor of Education from June 17, to July 13, 1940, at a salary of $500.

On motion of Dr. Meyer, these appointments were made as recommended. DEATH OF DR. EUGENE JOHN ROONEY

(8) T h e Dean of the College of Medicine reports the death on December 29 of Dr. Eugene John Rooney, Assistant in Medicine on the Clinical faculty. Doctor Rooney had been on the staff since 1933, without salary. H e was 44 years of age.

STATUS O F PROFESSOR IVAN W R I G H T (9) On November 24, 1939 (Minutes, page 664), the Board voted that at its January, 1940, meeting it would take up for consideration, as a special order of business, a recommendation from the Dean of the College of Commerce concerning the future status of Dr. Ivan Wright, Professor of Economics, now on leave of absence without pay and on the faculty of the University of Toronto. Doctor Wright has submitted his resignation, dated J a n u a r y 22, 1940, as Professor of Economics on indefinite tenure effective September I, 1940. In view of this the Dean of the College requests permission to withdraw his previous recommendation and in lieu thereof recommends: (1) that the resignation of Doctor W r i g h t as Professor of Economics on indefinite tenure be accepted effective September 1, 1940; and (2) that Doctor W r i g h t be appointed Professor of Economics for one year from September 1, 1940, at a salary of $4,800, subject to the conditions set forth and accepted by Doctor W r i g h t in correspondence with the Dean of the College (particularly letter of January 12, 1940, from C. M. Thompson to Ivan W r i g h t ) and with the President of the University, copies of which are being given to the Secretary of the Board as a part of this record. I concur in these recommendations. D u r i n g the discussion of this m a t t e r , M r . A d a m s took his place with the Board. O n m o t i o n of M r . P o g u e , a c t i o n w a s t a k e n a s r e c o m m e n d e d , a n d t h e S e c r e t a r y notified P r o f e s s o r W r i g h t b y telegram. LAPSE OF APPROPRIATION FOR PLANS FOR MEN'S RESIDENCE HALL (10) On November 24, 1939 (Minutes, page 651), the Board made an appropriation for the cost of plans and specifications for the new men's residence hall. T h e University of Illinois Foundation has authorized an advance of $15,000 from its own funds for this purpose, on assurance from the insurance company which has agreed to finance the construction of this building that such expenditures may be reimbursed from funds received from the loan at a later date. Consequently, I recommend that the appropriation of $15,000 made by the Board from the General Reserve Fund be lapsed.

On motion of Mr. Pogue, this appropriation was rescinded and the money covered into the General Reserve Fund as recommended.

SPECIAL APPROPRIATIONS A N D N O N - R E C U R R I N G EXPENDITURES (11) T h e Committee on Special Appropriations and Non-Recurring Expenditures recommends assignments from the General Reserve F u n d for the following purposes: Remodeling in Old Agriculture Building for Department of Dairy Husbandry $1 5°° Instruments and filing equipment for the Military Bands 1 500 Equipment for departments to be housed in Gregory Hall—Journalism, Education, Psychology 2 700 New loan desk and book stacks in Medical Library 1 200 Improvements in auditorium of University H i g h School 1 34° Total $8 240
