BOARD OF TRUSTEES

MATTERS PRESENTED BY PRESIDENT WILLARD

The Board considered the following matters presented by the President of the University.

ADJUSTMENTS IN BUDGET FOR 1 9 3 9 - 1 9 4 0

(1) In approving the budget for 1930-1040 the Board authorized the President of the University to make such changes and adjustments as are necessary. Pursuant to this authorization the following adjustment was made in the operating budget during the first fiscal quarter, ending September 30, 1939: Chemistry salaries—adjustment in budget in connection with salary of J. Wayne Kneisley. (This is not an increase in salary) $200 I recommend that an appropriation of $200 be made from the General Reserve Fund to cover this adjustment. It is necessary to correct an error which occurred during the preparation of the budget. On motion of Mr. Pogue, this appropriation was made, by the following vote: Aye, Mr. Geary, Mr. Jensen, Mr. Mayer, Mr. Moschel, Mrs. Plumb, Mr. Pogue; no, none; absent, Mr. Adams, Mr. Horner, Mr. Karraker, Dr. Meyer, Mr. Wieland. At this point, Mr. Wieland took his place with the Board.

SPECIAL APPROPRIATIONS A N D N O N - R E C U R R I N G EXPENDITURES

(2) The Committee on Special Appropriations and Non-Recurring Expenditures recommends assignments from the General Reserve Fund for the following purposes: 1. One Miller Major automatic cylinder press. (This is to replace a Miehle press purchased in 1925. The cost of the new press is $9,950 installed. A credit of $1,500 trade-in allowance on the old press will reduce this to $8,450. It is recommended that $2,850 of this be charged to the Print Shop Revolving Fund, leaving an appropriation of $5,600 to be made from the General Reserve Fund to complete the purchase) $5 600 2. Studio alterations and dictating equipment for the Radio Station 600 3. Minor alterations and improvements in various buildings, as per detailed list submitted herewith I 580 Reports of the Committee on Special Appropriations and Non-Recurring Expenditures giving detailed information on each item are submitted herewith and copies given to the Secretary of the Board for record. On motion of Mr. Jensen, this appropriation was made, by the following vote: Aye, Mr. Cleary, Mr. Jensen, Mr. Mayer, Mr. Moschel, Mrs. Plumb, Mr. Pogue, Mr. Wieland; no, none; absent, Mr. Adams, Mr. Horner, Mr. Karraker, Dr. Meyer.

APPROPRIATION TO COMMITTEE O N UNIVERSITY RETIREMENT SYSTEM

(3) At the request of the Finance Committee of the Board, a special committee of the faculty was appointed about two years ago to make studies of the University's retirement system, with a view to recommending legislation and other improvements to place it on a fund basis. The Comptroller, who is chairman of the committee, requests a special appropriation of $500 for the work of this committee duringthe year 1930-1940. This will be used for technical services and clerical hire in analyzing various proposals and in the preparation of statistical material. On motion of Mr. Pogue, this appropriation was made, by the following vote: Aye, Mr. Cleary, Mr. Jensen, Mr. Mayer, Mr. Moschel, Mrs. Plumb, Mr. Pogue, Mr. Wieland; no, none; absent, Mr. Adams, Mr. Horner, Mr. Karraker, Dr. Meyer.
