participated in the preparation of the plans and design, and the Physical Plant Department was authorized to proceed with plans and working drawings as recommended.

MEN'S DORMITORY PLANS (15) The Physical Plant Department submits an exterior design and studies of a Men's Dormitory. The University has made application to the Federal Emergency Administration of Public Works for a grant to aid in the construction of such a building, and the University of Illinois Foundation has made arrangements for a loan to provide the sponsor's share of the cost. If the grant is forthcoming it will be necessary to move promptly to get construction under way within the time limit which will undoubtedly be set by the Government, and to have approved plans ready for submission to the contractors. If the design and studies presented today are approved by the Board, I recommend that the Physical Plant Department be authorized to proceed with the development of plans and working drawings in accordance with the exterior design and studies.

On motion of Mrs. Plumb, the design and plans were approved, and the Physical Plant Department was authorized to proceed as recommended, and an appropriation of $1,500 was made from the General Reserve Fund for the expense of this work, by the following vote: Aye, Mr. Cleary, Mrs. Freeman, Mr. Mayer, Mr. Moschel, Mrs. Plumb, Mr. Pogue; no, none; absent, Mr. Adams, Mr. Horner, Mr. Karraker, Dr. Meyer, Mr. Wieland.

PURCHASES RECOMMENDED (16) A recommendation that the following purchases be authorized: i. 3.500 engraved diplomas, from the W. M. Welch Manufacturing Company, Chicago, the lowest bidder, at a price of $1,155. 2. One car (50) Hereford heifer calves, for the Department of Animal Husbandry, from the Chicago Producers Commission Association, at a price of approximately $1,500. It is not practicable to make this purchase on the basis of price competition. The Association will be advised of the requirements of the Department, which in turn will be notified when animals that are satisfactory for feeding experiments are available. The market price will then determine the price to be paid. 3. 108 overcoats for the R.O.T.C., from the United States Army, at a price of $1,198.05. This is on the basis of $10.77 P e r garment plus three per cent overhead. Under Army regulations, institutions maintaining R.O.T.C. units may purchase such equipment from the Quartermasters Corps.

On motion of Mr. Moschel, these purchases were authorized as recommended.

PURCHASES AUTHORIZED (17) A report of the purchase of eighty-one Special Dental Illuminating Units, from the Solar Light Company, the lowest bidder, at a price of $1,877.18, authorized by the President of the University in accordance with the University Statutes.
