In the meantime the President's Office has sent each member of the Board information about Professor and Mrs. Ernest R. Groves, of the University of North Carolina, whom it is proposed to invite to the University to give this series of lectures. I renew the recommendation that such lectures be authorized and offered under the name of " T h e Social and Personal Organization of the Home," and that an appropriation of not less than $700 (and preferably $1,000) be made to cover the expenses thereof.

On motion of Mr. Moschel, the offering of these lectures for the coming year was authorized, and an appropriation of $1,000, or so much thereof as may be necessary, was made from the General Reserve Fund, by the following vote: Aye, Mr. Cleary, Mrs. Freeman, Mr. Mayer, Dr. Meyer, Mr. Moschel, Mrs. Plumb, Mr. Pogue; no, none; absent, Mr. Adams, Mr. Horner, Mr. Karraker, Mr. Wieland.

EASEMENT FOR POWER LINE ALONG CLAYTON SOIL EXPERIMENT FIELD (12) A recommendation that the Adams Electrical Cooperative, operating under the Rural Electrification Administration, be given a right of way or easement along the Clayton soil experimental farm in Adams County, now owned by the University, for the purpose of erecting a power line. This will not in any way interfere with the experimental work on the field.

On motion of Dr. Meyer, this right of way was granted, and the Comptroller and the Secretary of the Board were authorized to execute the necessary papers.

PURCHASE OF RADIO TRANSMITTER (13) At the meetings of the Board of Trustees on August I, and of the Executive Committee on August 25, consideration was given to the purchase of a 5,000-watt radio transmitter. The original recommendation was for one type of equipment, but action was deferred pending the receipt of additional information desired on a number of points. In the meantime, the Director of the Radio Station and the Chief Engineer secured further technical information, on the basis of which a revised recommendation was presented to the Executive Committee on August 25. The Committee authorized the purchase of an RCA Model 5D transmitter at a net price of $23,403.14 f.o.b. Urbana, including necessary engineering services, but on condition that all other members of the Board who were present at the meeting on August 1, when the original recommendation was considered, concur in this. Since one of the members of the Board felt that the matter should be held over for a full meeting of the Board, the purchase has not been authorized, but the recommendation made at the meeting on August 25 is being renewed.

Director Josef F. Wright and Mr. A. J. Ebel, Chief Engineer of the Radio Station appeared before the Board and made statements in support of this recommendation. Action was deferred until later in the day (see page 63).

ILLINI U N I O N BUILDING PLANS (14) The Director of the Physical Plant Department, with members of his staff and Mr. Howard L. Cheney, the Consulting Architect for the Illini Union Building, are here to present the design and studies of this building. If these are approved, I recommend that the Physical Plant Department be authorized to proceed with the development of plans and working drawings in accordance with the exterior design and studies presented.

Mr. Howard L. Cheney, Director C. S. Havens, Mr. E. L. Stouffer, and Mr. John Leavell presented the elevation drawing and plans and commented on them in detail. During the presentation of these plans, Dr. Meyer withdrew. On motion of Mr. Cleary, the exterior design and plans were approved, the Board extended a vote of thanks to those who have
