award contracts immediately so that construction can be started by October 4, in accordance with the PWA requirements. The original deadline for beginning construction on the Illini Union Building project was September 28 but an extension of time has been granted. I recommend that authority be given for the award of contracts to the lowest responsible bidder or bidders provided that the total is within the amount of funds which can be assigned for that purpose. It is estimated t h a t this will cost $60,000 of which a substantial part, probably as much as two-thirds, represents a proper charge against the new power plant and new distribution project. The balance represents the cost of rerouting and connections with the Union Building.

On motion of Mr. Cleary, $40,000 was appropriated from the General Reserve Fund for the rerouting of service lines, and authority was granted as recommended, by the following vote: Aye, Mr. Cleary, Mrs. Freeman, Mr. Mayer, Dr. Meyer, Mr. Moschel, Mrs. Plumb, Mr. Pogue; no, none; absent, Mr. Adams, Mr. Horner, Mr. Karraker, Mr. Wieland.

AGREEMENTS FOR COOPERATIVE INVESTIGATIONS (10) A report of the approval of the following agreements for cooperative investigations: 1. The Food Machinery Corporation, San Jose, California, an investigation of the crushing process of making hay and the adaptation of the present experimental machines to the hay crops in Illinois, with particular reference to soybeans and alfalfa, by the Agricultural Experiment Station. The agreement is drawn for a period of one year beginning July 1, 1938, with the understanding that it may be extended for additional period under the same terms or such other terms as may be mutually agreed upon, and the corporation agrees to pay the University $2,200 to cover the expenses of the project. 2. The Mineral Point Zinc Company, a New Jersey corporation, through its attorney, Honorable Cairo A. Trimble (a former member of the Board of Trustees) of Princeton, Illinois, an investigation into a disease in colts to be carried on by the Agricultural Experiment Station. 1 The Company has agreed to furnish certain animals and chemicals, and to pay all expenses of the experimentation as determined by the University on the basis of monthly or semi-monthly statements sent to its attorney. The usual form of contract for cooperative research investigations has not been used in this proposal, as the Company preferred a less formal arrangement, and submitted its proposal in a letter addressed to the Board of Trustees by its attorney. This proposal has been approved by the Head of the Department of Animal Husbandry, the Dean of the College of Agriculture, and the University Counsel. The original correspondence relating to this investigation is hereby turned over to the Secretary of the Board for record. 3. The Carnegie-Illinois Steel Corporation, an investigation of steel car wheels by the Engineering Experiment Station. This agreement is drawn for a period of one year beginning July 15, 1938, with provisions for its extension, and the Corporation agrees to pay the University $3,100 to cover the expenses of this project. 4. American Potash Institute, an investigation to study the interaction of soils with potassium salts added thereto and the availability to growing plants of the resulting forms of potassium. This agreement is drawn for a period of one year beginning September 1, 1938, with provisions for its extension, and the Institute agrees to pay the University $500 which will be used to employ a part-time special research assistant to conduct the study.

LECTURES ON " S O C I A L AND PERSONAL ORGANIZATION OF THE H O M E " (11) At the meeting of the Executive Committee on July 15 (Minutes, page 5), a recommendation was presented that the Board authorize the establishment of lectures on "Preparation for Marriage" to be offered by the College of Liberal Arts and Sciences and open to all students. This was the result of a request from the Student Senate that such instruction be offered. During the discussion of this proposal, it appeared that some of the members of the Board desired further information about the character of the lectures and the background of the individuals who are to give them. Consequently action was deferred until a later meeting of the Board. 1 This is a report of a revision of an agreement with the New Jersey Zinc Company reported June 9, 1938, page S40.
