plant at the University may not materialize, and it therefore appears necessary to appropriate a total sum of $1,675,000 for this purpose from State tax revenues. This change in circumstances impels me to allow the remainder of House Bill No. 286 to become law even though it exceeds budgetary recommendations. Undoubtedly, the total sum provided by House Bill No. 286 as passed by the General Assembly, or an even greater amount, could be well and profitably used by the University. T h e same statement, however, could be made regarding many proposed appropriation increases which cannot now be made if the State is to avoid increased taxation and still remain on a sound "pay-as-you-go" basis. Each activity of our government must be considered in its relation to all other demands made upon the treasury. I am confident that the University can maintain and further raise its present high standards, as well as expand its activities materially, with the remaining amount provided by House Bill No. 286. T h e total sum being provided from State tax revenues for current operation is 13 per cent greater than in the biennium 1929-31, while enrollment at the University has increased in about the same proportion. In other words for the next two years we shall be making available substantially the same amount per University student as was supplied by the appropriation enacted in 1929. At that time the general price level was much higher than that which now prevails, and the State was not assuming the financial burden of emergency relief and old age assistance. Most of this increased current support is for salaries and wages, where it should and undoubtedly will be used to retain, on an adequate basis, the excellent staff which marks our University as one of the finest educational institutions in the Nation. ACT AUTHORIZING THE CREATION OF TRUSTS FOR PURCHASE, C O N S T R U C T I O N , MAINTENANCE, AND OPERATION OF BUILDINGS (2) Following is the text of an Act passed by the 61st General Assembly of Illinois, authorizing the Board of Trustees to create trusts for the purchase, construction, maintenance, and operation of self-liquidating buildings, and for the procuring of money therefor from the Federal Government, a certified copy of which is hereby given to the Secretary of the Board for record. An Act to amend Sections 1 and 2 of "An Act to authorize the Board of Trustees of the University of Illinois to create trusts, to convey property in trust, to enter into trust agreements providing the powers and duties of the trustee and providing for the issuance of bonds by such a trustee and providing for the payment and securing thereof; to enter into year to year or other leases, to pledge for the performance of its obligations under such leases certain receipts and collections which the Board is authorized by 'An Act to amend section 6 of "An Act in relation to State finance," approved June 10, 1919, as amended,' approved July 11, 1935, to retain in its own treasury, and to enter into covenants with the United States or any agency thereof and to take other action for the purpose of obtaining grants from the United States to aid in financing the construction and equipping of university, college or educational buildings on which said board shall be given a year to year or other lease or the privilege thereto," filed March 20, 1936.
