MEETING OF EXECUTIVE COMMITTEE, MAY 1 9 , 1 9 3 9 T h e S e c r e t a r y p r e s e n t e d f o r r e c o r d t h e m i n u t e s of a m e e t i n g of t h e E x e c u t i v e C o m m i t t e e h e l d M a y 19, 1939. A meeting of the Executive Committee of the Board of Trustees of the University of Illinois was held at the Palmer House, in Chicago, at 2:15 p.m. (Chicago Daylight Saving T i m e ) on Friday, May 19, 1939. Mr. Oscar G. Mayer, Chairman, and Mrs. Glenn E. Plumb, a member of the Committee, were present; Mr. Louis C. Moschel, the third member, was advised of the meeting but could not attend. Director C. S. Havens was present and iictcQ us clerk BIDS ON ILLINI UNION BUILDING There were presented schedules of bids for the general contract, electrical work, elevator work, plumbing, and heating, ventilating, and air conditioning of the Illini Union Building, which were opened at Urbana on May 16, 1939, by Mr. Louis C. Moschel and read by the Secretary of the Board acting as representative of Mr. Homer Mat Adams, Chairman of the Committee on Buildings and Grounds. These schedules were filed with the Secretary of the Board for record. On motion of Mrs. Plumb, the Executive Committee voted to recommend to the Public W o r k s Administration the award of contracts to the lowest bidders, accepting in each case all alternates, according to the following schedule:

The matter of the ability of the general contractor to complete the contract in accordance with the specifications and the standard of construction desired was discussed at length, and the Committee agreed that a more complete memorandum of understanding with reference to the University's demands on the contractor would be drawn before the contract was executed. AMENDATORY APPLICATION FOR P.W.A. FUNDS It being evident from the schedule of bids that an increase of funds must be provided, the Executive Committee voted, on motion of Mrs. Plumb, to authorize and approve the filing of an amendatory application to the Public Works Administration for an increase in the grant allotment for Project 111. I745-E from $450,000 to $524,820, based on a total budget of $1,166,268. In filing this application, it is understood that the sponsor's share of increased funds, or $71448, will be provided either from a loan from the Connecticut Mutual Life Insurance Company or the University. The resolution adopted was as follows:

RESOLUTION

Whereas, the attached estimated budget of costs for the Illini Union Building (Project 1745-F), as of May 17, 1939, before and after receiving bids on the superstructure assuming a completion date in 345 days, shows that the revised total estimated cost of the project is $1,166,268, for which only $1,020,000 is available; and Whereas, in keeping with the policies and spirit of P.W.A., numerous alternates were taken with each bid in order that under any condition the University could proceed with the construction of the building; and
