regulations) and sick leave without pay from September 16, 1938, to August 31, 1939. She has been in the employ of the University since September 1, 1919. For the past seventeen years she has served as Secretary of the Military Bands. Because of her long period of service I recommend that the Board reconsider its previous action and grant her additional leave with full pay, from September 16 to December 31, 1938 (three and one-half months), and leave without pay from January 1 to August 31, 1939. This will involve an additional appropriation from the General Reserve Fund to the Military Bands Department of $466.67, because it has been using Mrs. Roberts' salary for the employment of assistants. However, I feel that in view of the circumstances and her long period of service this additional expense is justified.

On motion of Mr. Karraker, this leave was granted as recommended, and the appropriation was made as recommended, by the following vote: Aye, Mr. Adams, Mr. Cleary, Mr. Jensen, Mr. Karraker, Mr. Mayer, Dr. Meyer, Mr. Moschel, Mrs. Plumb, Mr. Wieland; no, none; absent, Mr. Horner, Mr. Pogue.

LEAVE O F ABSENCE FOR DEAN J. C. BLAIR

(11) Dean J. C. Blair of the College of Agriculture will retire at the end of the present academic year after having completed 43 years of active service. He came to the University in 1896 as Instructor in Horticulture. Since 1902 he has been Professor and Chief Horticulturist in the Agricultural Experiment Station; and since June 1, 1938, he has also served as Dean of the College of Agriculture, Director of the Agricultural Experiment Station, and Director of the Agricultural Extension Service. During all this period of service Dean Blair has never had a sabbatical leave of absence. In view of this fact and his long period of service, which is seldom equaled, I recommend that Dean Blair be given a year's leave of absence on full pay ($8,250) effective September 1, 1939, and that at the expiration of his leave he be retired with the rank of Dean and Professor, Emeritus.

On motion of Mr. Wieland, this leave was granted as recommended.

LEAVES OF ABSENCE (12) A recommendation that the following leaves of absence be granted members of the staff for the reasons and periods and under the conditions indicated in each case: 1. Professor Arnold Emch, Department of Mathematics, sick leave from February 15 to March 17, 1939, with pay. The Department carried on his work without additional expense to the University. 2. Dr. H. R. Snyder, Department of Chemistry, leave of absence without pay during the academic year 1939-1940 so that he may study abroad on a Guggenheim fellowship. 3. Professor M. I. Schnebly, College of Law, sick leave with pay for one month, beginning April 7. The Department will carry on his work without additional expense to the University. 4. Mr. Wilfrid Wilson, Associate in Mathematics, sick leave from February 24 to March 24, 1939, with pay. The Department carried on his work without additional expense to the University. 5. Miss Josie B. Houchens, Binding Librarian, one month (in August, 1939) without pay, in addition to her vacation allowance of one month, to enable her to teach in the Summer Session at Columbia University.

On motion of Mrs. Plumb, these leaves were granted as recommended.
