page 267), it seems to me that the questions of public policy in this are so farreaching that the Board should give them the full consideration which was not possible at its previous meeting due to the pressure of other business.

This matter was fully discussed, and was referred to the President of the University for further study and report to the Board.

ADDITION TO UNIVERSITY HOSPITAL (3) At its meeting on March 14 (Minutes, page 259), the Board directed the President to request the General Assembly to consider including in the University's biennial budget for 1939-1041 an item of $180,000 for an addition to the University Hospital. I respectfully request that the Board reconsider its action. If the General Assembly is requested to add this item to the University's budget the question may well be asked, what offsetting item is the University willing to eliminate in order to keep the budget within the present total. Is the Board prepared to state which item it is willing to sacrifice (for example, the $200,000 for general improvements of buildings) if this contingency arises? O n m o t i o n of M r . HEARING ON UNIVERSITY OF ILLINOIS APPROPRIATION BILL (4) As the members of the Board have been advised by letter, the hearing on the University's budget for 1939-1941 (House Bill 286), will be held before the House Committee on Appropriations at 2 p.m. Tuesday, March 28.

APPROPRIATION FOR DEATH BENEFITS (5) A recommendation from the Comptroller that an assignment of $7,000 be made from the General Reserve F u n d to supplement the provision in the budget of 1938-1939 for the payment of death benefits, as required under the University Statutes. T h e budget appropriation for the current year is $15,000. T o date there have been payments of $14,965. These advance budgetary appropriations are merely estimates, as there is no way of determining accurately how much will be needed. O n m o t i o n of M r . HEALTH SERVICE IN THE CHICAGO DEPARTMENTS (7) On June 19, 1930 (Minutes, page 694), the Board authorized the establishment of the position of Medical Adviser in the Chicago Departments, the function of the incumbent to be similar to that of the University Health Officer at Urbana. It is desirable to place the Chicago Health Service and the budget for this work under the general supervision and budget of the Univer-
