A D J O U R N E D S E S S I O N , M A R C H 25, 1939 A n adjourned session of the M a r c h meeting of the Board of Trustees of the University of Illinois was held at the College of Medicine, in Chicago, at 10 o'clock a.m. on Saturday, M a r c h 25, 1939. T h e following members were present: President Mayer, Mr. A d a m s , M r . Cleary, M r . Jensen, Mr. K a r r a k e r , M r s . Plumb, Mr. Pogue. President Willard was p r e s e n t ; also M r . A. J. Janata, Assistant to the President, Judge Sveinbjorn Johnson, University Counsel, and the Secretary.

MATTERS PRESENTED BY PRESIDENT WILLARD

T h e Board considered the following matters presented by the President of the University.

LEGISLATION AUTHORIZING BOND ISSUES TO FINANCE BUILDING CONSTRUCTION

(1) The Board of Trustees has been considering the advisability of again seeking legislation to authorize bond issues to finance certain types of selfliquidating building projects (Minutes of January 14, page 191, and February 11, page 229). The question was referred to the Committee on General Policy and the University Counsel for consideration and report. In accordance with the instructions of the Board, the University Counsel prepared a revised bill for an Act creating "The University of Illinois Building Commission" and defining its powers and duties. In general, this bill conforms with the bill presented to the General Assembly in 1937 and with amendments thereto which were agreed on by all interested parties at the close of that session. This legislative program will require the introduction and enactment of certain other supplementary, or companion, bills which, however, would be simply technical amendments to correlate and integrate the law creating the University of Illinois Building Commission with existing laws. Mr. Cleary, for the Committee on General Policy, reported that the Committee referred the matter of this legislation back to the Board without recommendation and without prejudice. Judge Johnson commented on the provisions of this legislation. O n motion of M r . Cleary, the President of the University was requested to secure the introduction into the General Assembly of a bill amending sections 1 and 2 of the Act of M a r c h 20, 1936, and to take charge of the matter from now on. T h e other bills were discussed at length. O n motion of M r . Jensen, the President of the University was requested to take steps to secure the introduction of the building commission bill, and the supplementary bills, at such time as might seem most advantageous, and to take charge of the matter from this point.

LEGISLATION TO GIVE THE UNIVERSITY POLICE POWER

(2) At its meeting on March 14, the Board discussed briefly the advisability of seeking legislation which would authorize the Board to employ police who would be empowered to operate within a prescribed zone in the enforcement of certain laws touching student welfare.
